Information and/or minimum levels required for evaluating compliance with the mentioned requirements: Similar experience: Economic operators must prove that, during the last 3 years calculated up to the deadline for tender submission, they have provided and successfully completed services of a nature and complexity comparable to those that are the subject of this contract, namely development, testing, implementation, piloting, and/or integration services for e-government IT platforms or other complex IT systems intended for digitalizing the activities of public or private entities. Similar services are defined as services whose main object included development, configuration, testing, implementation, piloting, and/or integration activities for software platforms dedicated to providing electronic services, managing digital workflows, and ensuring interoperability between IT systems, including interconnected modules, specialized software components, as well as the related licenses and subscriptions. For the purpose of this requirement, an e-government IT platform means an integrated IT solution dedicated to the provision of digital public services and/or the management of administrative processes in electronic format, consisting of the development, configuration, testing, implementation, and/or piloting of software applications, interconnected functional modules, and specialized software components, together with the related licenses and subscriptions. Similar experience is considered fulfilled by submitting a maximum of 3 contracts demonstrating the provision of similar services, with a cumulative value of at least RON 1,900,000, excluding VAT. The qualification requirement shall relate exclusively to services successfully completed within the 3-year reference period, the phrase "successfully completed" meaning: a) partially accepted services, provided that the accepted part was independently completed and allows the beneficiary to use the results as a distinct deliverable; b) services accepted at the end of their provision, through the conclusion of the final acceptance process or equivalent documents issued by the beneficiary. Proof of compliance with the requirement is provided through relevant documents, such as acceptance minutes, performance certificates, or recommendations issued by beneficiaries, clearly indicating the activities performed, the execution period, the acceptance status (partial/final), and the value of the services. The calculation of the 3-year reference period shall take into account the deadline for tender submission, and any postponements of the deadline set in the contract notice shall lead to a corresponding extension of the reference period, without affecting the eligibility of economic operators who demonstrate fulfillment of the requirement within the interval recalculated as such. Means of fulfillment: Form no. 8 in the Forms Section will be completed to substantiate the ESPD declarations according to the law, by tenderers and, where applicable, by subcontractors and/or third-party supporters. Form no. 8 will be submitted exclusively by the tenderer ranked first and declared the winner, following the completion of the technical and financial evaluation stage, at the time the contracting authority requests supporting documents in support of the ESPD, in accordance with the provisions of Art. 196 para. (2) of Law no. 98/2016 on public procurement. The following information will be entered, as applicable: the number and date of the contract invoked as similar experience, its beneficiary and their contact details, the date and number of the acceptance document, as well as the activities representing the similar experience, together with their value, excluding VAT. The economic operator submitting the tender must prove a form of registration under the law of the country of residence, showing that the economic operator is legally constituted, that he is not in any of the situations of cancellation of the constitution, and that he has the professional capacity to carry out the activities covered by the contract (development of computer platforms, software programming and IT consultancy). How to demonstrate compliance with the requirement: To be completed DUAE. The highest bidder, after applying the award criterion, shall submit at the request of the contracting authority the finding certificate issued by the Trade Registry Office or relevant documents submitted in support of the fulfilment of the qualification criteria by the tenderer to the foreign natural / legal person, in compliance with the principle of mutual recognition. The data contained in the certificate shall be real / current at the time of presentation and the subject-matter of the economic operator shall correspond to the subject-matter of the contract. Specific CAEN codes shall not be required.
