What the buyer wants

The purpose of this procedure is to acquire an AMR (Automatic Meter Reading) Gaz-type IT solution, including software and hardware components to integrate, read and manage data from the Smart equipment currently installed and to enter into the gas network infrastructure of the company Diergaz Sud Networks, according to the specific requirements of the descriptive document / specification.

Obiectul prezentei proceduri îl constituie achiziția unei soluții informatice de tip AMR (Automatic Meter Reading) Gaz, incluzând componentele software și hardware în vederea integrării, citirii și gestionării datelor din echipamentele Smart instalate în momentul de față cât și cele ce urmează a intra în infrastructura rețelei de gaz a companiei Distrigaz Sud Rețele, conform cerintelor exprese ale documentului descriptiv/caietului de sarcini. Numarul de zile pana la care se pot solicita clarificari inainte de data limita de depunere a candidaturilor: 18 Termenul limita exprimat in numarul de zile in care Entitatea Contractanta va raspunde in mod clar si complet la toate solicitarile de clarificari: in a 11-a zi inainte de termenul stabilit pentru depunerea candidaturilor.

Economic operators must prove a form of registration under the conditions of the law of the country of residence from which to reiterate that the economic operator is legally constituted, that he is not in any of the situations of annulment of the constitution and that he has the professional capacity to perform the activities covered by the contract. The candidate will provide proof that the company has in its activity and carries out authorised main activities / activities (services) subject to this procedure. How to demonstrate compliance with the requirement: The DUAE will initially be completed by economic operators participating in the award procedure with information related to their situation. The supporting documents proving the fulfilment of those assumed by the completion of the DUAE, i.e. a certificate of the finding issued by the ONRC, or in the case of foreign candidates, equivalent documents issued in the country of residence, shall be submitted, at the request of the contracting entity, by the selected candidates. Specifications: - in the case of an application submitted in association, each member of the association must submit the necessary documents to demonstrate that he is authorized to carry out his part of the contract; - for subcontractors declared in the DUAE, the object of activity entered in the documents attesting the ability to exercise the professional activity will be in accordance with the part of the contract they will perform; - the information contained in the certificate must be real / actual at the time of their presentation. - in the case of foreign legal entities, equivalent documents issued in accordance with the legislation of the country of residence of the economic operator, accompanied by their translation into Romanian are required.

Economic operators participating in the award procedure must demonstrate that in the last 3* years they have carried out a project similar** in level of complexity to the subject matter of this procurement. *) the last 3 years are calculated in relation to the deadline for the submission of tenders. If the contracting entity postpones the deadline for the submission of tenders, publishing a corrigendum in this regard, the lower limit of the 3-year period shall be extended accordingly by the period of time corresponding to the postponement. **) any implementation project of an AMR/AMI (Automatic Meter Reading / Advanced Metering Infrastructure) software solution intended for the collection, processing, and transmission of data from smart meters, which involved a significant number of users (at least 80 users) and at least 10,000 devices. To be considered a similar project, it must have included at least the following activities: - Implementation, configuration, and customization of the AMR/AMI software platform, including: • automatic collection of consumption data; • monitoring equipment status; • management of alarms and events; • administration of devices and communications. - Development and configuration of integration interfaces with third-party systems, for the transmission and/or synchronization of measured data, such as: • ERP systems; • billing systems; • GIS systems; • CRM systems; • analytics and reporting platforms. - Commissioning and integrated testing of the solution, including performing acceptance tests and validating operational workflows. The ESPD shall be submitted in accordance with the provisions of Article 202(1) of Law 99/2016, and the supporting documents proving the fulfillment of the commitments made in the ESPD are to be submitted upon the contracting entity's request, only by the selected candidates. The supporting documents are: • Such documents may include, but are not limited to: acceptance minutes, acceptance certificates, contracts with associated documents (which must also be validated by the beneficiaries) showing the actual provision of services, or other conclusive documents also validated by the beneficiaries, demonstrating the information required to fulfill the qualification requirement. Foreign candidates shall submit the documents translated into Romanian. If relying on the support of a third party, the candidate shall submit: I. Documents to be submitted by the supporting third party along with the application: 1. ESPD; 2. Forms/declarations requested through the award documentation; 3. Firm commitment of support; 4. Documents showing that the third party possesses the technical and professional resources that it will mobilize during the performance of the contract; 5. Documents showing the actual manner in which it will transfer the invoked resources to the contractor when necessary during the performance of the contract. II. Documents to be submitted during the tender evaluation process, upon the contracting entity's request: Documents justifying the fulfillment of the qualification criterion. III. Documents to be submitted upon signing the contract: Legal act containing at least the clauses set out in the forms section, concluded between the supporting third party and the contractor (which becomes an annex). For contracts whose value is expressed in a currency other than RON, the calculation of equivalence shall consider the annual average RON/foreign currency exchange rate published by the NBR for the year of completion of the works. For the year 2025, the reference exchange rate shall be based on the monthly average NBR exchange rate for the month prior to the one in which the deadline for the submission of tenders is scheduled.

The candidate has the obligation to specify the part / parts (%) of the contract to be subcontracted and the recognition data of the proposed subcontractors. (a) the categories of service in the contract which it intends to subcontract and the percentage or value of the activities indicated in the tender as being performed by subcontractors; (b) the identification data of the proposed subcontractors, if known at the time of submission of the tender, 100% subcontracting shall be prohibited. How to demonstrate compliance with the requirement: The completion of the DUAE - the identification data of subcontractors, the party / parties and the percentage of the contract subject to subcontracting will be completed. The DUAE shall be presented in accordance with the provisions of Article 202 paragraph 1 of Law 99 / 2016, together with the subcontracting agreement, and the documents concerning subcontractors shall be submitted, at the request of the Contracting Entity only by the selected candidates. Upon conclusion of the contract, the winner will be asked to submit contracts concluded with subcontractors.

The candidate must prove the implementation of a quality management system according to SR EN ISO 9001 or equivalent The DUAE shall be presented in accordance with the provisions of Article 202 paragraph 1 of Law 99 / 2016 and the supporting documents proving the fulfilment of those assumed in the DUAE shall be submitted at the request of the contracting entity, only by the selected candidates. The supporting document is the Quality Management System Certification Document issued by an independent body or any other evidence or evidence presented by it, if, through this evidence or evidence, the contracting entity confirms the assurance of an appropriate quality / environmental management level. - The supporting document (e.g. certificate) must be valid on the date of its presentation. - According to the principle of mutual recognition, contracting authority / entity has the obligation to accept equivalent certificates issued by bodies established in other states of the European Union. - If a group of economic operators submits a joint offer, the requirement is demonstrated individually by each individual member - The Quality Assurance Standards Requirement cannot be fulfilled through another person (third-party supporter). - If the economic operator demonstrates that it does not have access to a quality certificate or has not had the possibility to obtain it until the time of the request, for reasons which are not attributable to it, the tenderer may submit any other evidence or evidence, in so far as the evidence / evidence presented confirms the assurance of an appropriate quality level, equivalent to that required by the award documentation.
