Action 8: Organization of the Traffic Bureau and Management of the Municipal Vehicle Fleet 4. Action 9: Smart energy management systems for municipal and school buildings 5. Action 11: Smart City / Municipality Guide with local business registration 6. Action 24: Smart system of warning and risk management (flood phenomena, fire, earthquake etc.) within the boundaries of the municipality and in accordance with their responsibilities. 7. Economic operators involved in the award process of this Convention shall be required to carry out a commercial or industrial or craft activity related to the subject-matter of the procurement. Economic operators established in a Member State of the European Union are required to be registered in one of the professional or commercial registers kept in their State of establishment or to satisfy any other requirement set out in Annex XI to Appendix I to Law 4412/2016. In the case of economic operators established in a Member State of the European Economic Area (EEA) or in third countries joining the GPA, or in third countries not falling under the previous indent and having concluded bilateral or multilateral agreements with the Union on procurement procedures, they are required to be registered in corresponding professional or commercial registers. Economic operators established in Greece are required to be registered in the Chamber of Commerce or Industry or in the Register of Defence Material Manufacturers In the case of an association of economic operators, the suitability for professional activity should be covered by all members of the association.
Economic operators participating in the procedure for the conclusion of this shall be required to have an average annual general turnover for the last three (3) financial years, before the year of the tender, i.e. for the years 2023, 2024, 2025 or for the financial uses in which the economic operator operates, if these are less than three at least equal to 100% of the budget of the tranche to be awarded without VAT.
As regards technical and professional capacity for this procurement procedure, economic operators shall be required: during the last three (3) years (2023, 2024 and 2025) and by the date of publication of this, to have successfully delivered at least (2) ICT projects, a budget cumulatively equal to or greater than 150% of the budget without VAT of the assigned section. The corresponding project is defined as the following items: • Software development • Supply and installation of electronic equipment, outdoors, which has Ledpanels • Supply and installation of electronic equipment operating in the field and exchange data with central software • Equipment and remote parking sensor software. • Driver console and telematic software. It is stressed that it is not mandatory for projects to include all the above items, simply should be cumulatively covered by them. In the case of an association of economic operators, the above minimum requirements are cumulatively covered by the members of the association.
Economic operators for this procurement procedure must have (at least) the following standards: • quality management system according to ISO 9001:2015 • information security management system according to ISO 27001:2013 • ISO environmental management system 14001:2015 The contracting authority shall recognise equivalent or later certificates issued by bodies accredited by equivalent accreditation bodies, institutes and other Member States, in accordance with Regulation 765/2008. It shall also accept other evidence of equivalent quality assurance measures, provided that the economic operator concerned has not been able to obtain those certificates within the relevant time limits for reasons for which he is not responsible, provided that the economic operator demonstrates that the proposed quality assurance measures meet the required quality assurance standards. In the case of an association of economic operators, the above minimum requirements shall be covered by all members of the association separately.
