What the buyer wants

In the context of the present call, funding will be provided for the implementation of an Action aimed at systematically enhancing the financial literacy of Primary and Secondary Education students, as well as the active engagement of teachers, Education Advisors, and parents in developing responsible financial knowledge, skills, and attitudes. Specifically, the programme aims to enable students to understand basic economic and financial concepts, responsibly manage their available resources, plan needs and expenditures, evaluate alternative options, and make informed related decisions in their everyday lives. At the same time, it seeks to strengthen their ability to identify risks associated with digital transactions, misleading advertising, over-indebtedness, financial fraud, and other unsafe practices. The programme also aims to empower teachers with appropriate educational material, knowledge, and methodological tools for the effective teaching of financial literacy. Education Advisors will support training/briefing, pedagogical guidance, and the dissemination of good practices, while parents will be encouraged to contribute to cultivating healthy financial habits within the family environment. Through the collaboration of the school community and the family, the programme seeks to shape responsible, critically thinking, and financially informed citizens who will be able to meet the demands of everyday life and the challenges of an ever-changing economic and digital environment. The programme is structured around two interconnected axes: on the one hand, the production of evidence-based knowledge through a targeted study, and on the other hand, based on the findings of this study, the design and implementation of educational actions for students, teachers, Education Advisors, and parents. The implementation of the programme will be pilot-based and iterative. Educational tools and actions will be utilized in school units of various levels and types, evaluated in terms of their effectiveness, usability, and pedagogical suitability, and revised on the basis of emerging data. In this way, the study and educational interventions will not function as standalone activities, but as parts of an integrated cycle of investigation, design, implementation, evaluation, and improvement. The programme comprises studies, actions, and tools. Upon completion of the programme, an evaluation of the effectiveness of the pilot interventions and the formulation of proposals for the gradual expansion of the programme will take place. The programme includes horizontal actions concerning information, dissemination, and project publicity. The duration of the contract is set at thirty-six (36) months from its signing. The duration of the contract may be extended in the event of an amendment to the decision including the projects in the Sectoral Development Programme (TPA). Dividing the subject matter of the contract into lots (in accordance with the provisions of Article 59 of Law 4412/2016) is not feasible, as the contract deliverables are deemed interconnected and interdependent. The Total Project Budget – Estimated Value of the contract amounts to €3,225,806.45 excluding VAT, i.e., €4,000,000.00 including 24% VAT. The services provided are classified under the following Common Procurement Vocabulary (CPV) codes: 71241000-9: Feasibility study, advisory service, analysis; 72212190-7: Educational software development services; 72262000-9: Software development services; 72000000-5: IT services: consulting, software development, Internet and support; 80000000-4: Education and training services; 80533100-0: Computer training services; 79340000-9: Advertising and marketing services; 79950000-8: Exhibition, fair and congress organisation services; 79951000-5: Seminar organisation services. The contract award criterion is the most economically advantageous tender, based on the best price-quality ratio.

Economic operators involved in the award process of this Convention shall be required to carry out an activity related to the subject-matter of the contract. Economic operators established in a Member State of the European Union are required to be registered in one of the professional or commercial registers kept in their State of establishment or to satisfy any other requirement set out in Annex XI to Appendix I to Law 4412/2016. Where economic operators are required to have a specific authorisation or to be members of a particular organisation in order to be able to provide the relevant service in their home country, the contracting authority may ask them to demonstrate that they have such authorisation or that they are members of that organisation or invite them to make a sworn declaration before a notary regarding the exercise of that profession. In the case of economic operators established in a Member State of the European Economic Area (EEA) or in third countries which have joined the GPA, or in third countries which do not fall under the previous indent and have concluded bilateral or multilateral agreements with the Union on procurement procedures, they are required to be registered in their respective professional registers. Economic operators established in Greece must be registered in the relevant professional register, provided that, under the legislation in force, they are required to register for the service to be awarded. In the case of an association of economic operators, the suitability for professional activity shall be required to be covered by at least one member of the association.

As regards economic and financial adequacy for the present procurement procedure, economic operators involved in the award process are required to have: average general annual turnover for the last three (3) financial years (2023-2024-2025) or, the financial uses in which the economic operator operates, if less than three overall, at least equal to a hundred fifty per cent (150%) of the estimated value of the contract under award, not including VAT. In the case of an association of economic operators, the above requirements shall be cumulatively covered by the members of the association.

Economic operators, or in the case of the association/consortium of companies, cumulatively the members of the association/consortium involved in the process of conclusion of this, are required to have the appropriate documented and proven professional capacity in the implementation of projects of a corresponding scale, complexity and technological content with the project being awarded. In particular, it is necessary for the last three (3) years until the closing date for the submission of tenders to have successfully completed: 1. At least three (3) projects for the provision of modern and/or asynchronous training and training services to public bodies, the wider public or private sectors, one (1) having a budget of at least seventy-five percent (75%) of the budget of this project (excluding VAT). 2. At least one (1) project on the provision of modern and/or asynchronous training and training services to public bodies, the general public or private sectors, concerning economic programming and having a budget of at least seventy-five percent (75%) of the budget of this project (excluding VAT). It is clarified that this project cannot be included in the required projects of the category (1) above, 3. At least two (2) IT development projects, at least of the same value cumulatively, as 50% of the budget of this project, 4. At least one (1) project aimed at organising a competition, addressing students and/or teachers of any level, with the scope of the entire Greek territory, which concerns economic sciences. 5. One (1) project providing advisory services in the field of education to a body of public value at least equal to 100% of the budget of this project In the case of Union, that requirement may be cumulatively covered by the members of the Union. In the case of an association of economic operators, the above requirements shall be cumulatively covered by the members of the association.

Professional Capacity – Project Team The economic operators participating in the procedure for the award of the present contract are required to have a project team with personnel sufficient in number and skills for the effective execution of this contract, consisting, on pain of exclusion, of at least: One (1) Project Manager (PM), who must possess the following qualifications: - Higher education degree and a Master's and/or PhD degree in Educational Sciences. - Total professional experience of at least fifteen (15) years - Proven knowledge and professional experience of at least five (5) years in the field of design and/or monitoring and/or implementation of co-funded Operations or other development programmes - Participation in at least one project concerning the design and/or monitoring and/or implementation of co-funded Operations or other development programmes in the position of Project Manager or Deputy Project Manager, for four (4) years cumulatively. One (1) Deputy Project Manager (DPM), who must possess the following qualifications: – Degree from a higher education institution in economics or exact sciences or engineering/polytechnic schools – Holder of a Master's degree – Experience in the consulting services sector of at least eight (8) years – Specialisation in the public or private sector proven by the implementation of consulting projects for a period of at least five (5) years, – At least two (2) years of experience in providing consulting services in the education sector to a Private or Public sector entity, – The DPM must belong to the organisational structure of the Candidate or have a contractual cooperation relationship with them, ensuring their availability throughout the duration of the contract execution. In the case of a consortium of economic operators, the above condition may be met by one of the members of the consortium. One (1) IT Project Manager – Degree from a higher education institution in exact sciences or engineering/polytechnic schools – Holder of a Master's degree – Experience of fifteen (15) years in the IT field – Participation in at least one digital services project within public sector digital transformation projects. One (1) Senior IT Consultant, who must possess the following qualifications: – Degree from a higher education institution in exact sciences or engineering/polytechnic schools – Holder of a Master's degree – Experience of at least ten (10) years in the IT field – Participation in at least one ICT solutions implementation project in the Public or Private Sector in the position of Senior IT Consultant One (1) IT Consultant, who must possess the following qualifications: – Degree from a higher education institution in exact sciences or engineering/polytechnic schools – Holder of a Master's degree – Experience of at least five (5) years in the IT field One (1) Consultant – Degree from a higher education institution – Holder of a Master's degree – Specialisation in the public or private sector proven by the implementation of consulting projects for a period of at least four (4) years – At least two (2) years of experience in providing consulting services in the education sector to a Public or Private sector entity. Two (2) Economics Experts, who must possess the following qualifications: - Higher education degree in economics and a Master's and/or PhD degree in educational and/or economic sciences. - Proven teaching / research / authoring experience of at least fifteen (15) years in subjects related to economics. - Participation in / Implementation of at least one (1) research / study / teaching project related to economics.
