Economic operators involved in the award process of this Convention shall be required to carry out a commercial or industrial or craft activity related to the subject-matter of the procurement. Economic operators established in a Member State of the European Union are required to be registered in one of the professional or commercial registers kept in their State of establishment or to satisfy any other requirement set out in Annex XI to Appendix I to Law 4412/2016. In the case of economic operators established in a Member State of the European Economic Area (EEA) or in third countries which have joined the GPA, or in third countries which do not fall under the previous indent and have concluded bilateral or multilateral agreements with the Union on procurement procedures, they are required to be registered in their respective professional or commercial registers. Economic operators established in Greece are required to be registered in the Chamber of Commerce or Industry. In the case of an association of economic operators, the suitability for professional activity should be covered by all members of the association.

Economic operators involved in the procedure for concluding this shall be required to have an average annual general turnover for the last three (3) financial years, before the year of the tender, i.e. for the years 2023, 2024, 2025, or for the financial uses in which the economic operator operates, if these are less than three, at least equal to 200 % of the estimated value of the contract without VAT. Economic operators are required to have professional liability insurance against occupational risks with a minimum coverage threshold of at least 200 % of the estimated value of the contract, without VAT, in euros. In the case of an association of economic operators, the above minimum requirements are cumulatively covered by the members of the association.

With regard to technical and professional capacity for this contract procedure, economic operators are required: (a) during the last three (3) years (2023, 2024, 2025) and by the time of publication of this declaration to have successfully delivered at least twenty (20) works of services and supply of electronic governance and digital transformation systems to their municipalities and bodies, a total budget of at least 200 % of the estimated value of the contract without VAT, comprising the following items: • Electronic Governance and information platforms, information and interaction with citizens/citizens • Consultation • Participation budget • Management and presentation of contract data, projects • Collection and processing of requests and citizen data – citizens • Broadband access services (wifi) services, citizens and visitors and the following characteristics: • Implementation with open-source technologies • Supporting multi-Channel access via digital assistant - chatbot • Support for access through mobile applications • Support for mobile phone applications • Interconnection of users • Interconnection of innovation

(b) have human resources with the required expertise, experience and professional qualifications and resources capable and reliable to carry out the project requirements successfully. In particular, the project team is required to meet at least the following requirements: • A (1) Project Manager, Department of Informatics or Electrical Engineering/Computer Technology, with a Master/Integrated Master degree, with experience of at least seven (7) years in project management involving individual or combined development of information systems, digital electronic governance applications, open data (open data), open programming interfaces (open APIs), as well as participation as project manager in at least ten (10) projects involving individual or combined development of information systems, digital electronic governance applications, open data, open programming interfaces (open APIs). • A (1) Associate Project Manager, responsible for the development of information systems, P.A. Department of Informatics or Electrical Engineering and Engineering / Computer Technology with Master/Integrated Master degree, with experience of at least seven (7) years in projects involving individual or combined development of digital applications of electronic governance, open data (open data), geospatial data and information systems, as well as participation in at least ten (10) projects involving individual or combined development of digital electronic governance applications, open data, geospatial data and information systems. • A (1) Developer, responsible for the development of information systems, P.A. degree or TE Department of Informatics or Electrical Engineering and Engineering/computer technology with experience of at least three (3) years in the development and support of information systems and/or digital applications. • Two (2) Programmers Graduates of IP or TE Department of Informatics or Electrical Engineering and Engineering / Computer Technology with special professional experience in at least one (1) related project to the development and support of information systems and/or digital applications. • One (1) Designer - graphic designer P.I. Department of Systems Design or related object, with experience at least one (1) year and participation in at least five (5) IT development projects and/or digital applications. • One (1) Member, Graduated PI Department of Literature or Communication and M.M.E. and experience participation in at least five (5) projects for the development of information systems and/or digital applications, for the digitisation of materials and forms, as well as the graphic editing, translation and editing of texts. • One (1) operational analyst and Special management support, Graduate Department of Business or Finance, with professional experience of seven (7) years in operational procedures analysis and experience of at least three (3) years in project management support. • Two (2) Business Analysts, IP graduates or TE Economics, Political Sciences, Administration or related subject matter, with a total professional experience of at least three (3) years and participation in at least five (5) IT development projects and/or digital applications. • One (1) Business Analyst and Special Innovation Actions, Graduated IP or TE Economics, Political Sciences, Administration or related object, with a total professional experience of at least four (4) years and participation in at least five (5) innovation and/or business accelerators competitions.

• One (1) Graduate Postgraduate Degree and Master of any subject, with experience of at least one (1) year in IT development projects and/or digital applications. • Two (2) additional Programmers to support systems. 80% of the project group proposed should consist of permanent executives of the economic operator with an indefinite employment relationship, as well as board members, managers and those legally representing the economic operator. Economic operators for this procurement procedure must have (at least) the following quality assurance standards: ● Quality management system according to ISO 9001:2015 with scope: Design, study and development of information systems. ● ISO 27001:2013 Information Security Management System with scope: Design, study, development, support and maintenance of information systems ● Environmental Management System according to ISO 14001:2015 with scope: Design, study, development, support and maintenance of information systems. ● Information Security Management System in compliance with ISO 7701:2019 instructions, with the scope of: Design, study, development, support and maintenance of information systems ● ISO Information Technology Management Services System 20000-1:2011, with the scope of: Information Technology Systems Support Services ● Health and Safety at Work Management System according to ISO 45001:2018, with scope: Study, Development, Support and Maintenance of Information Systems, Software The contracting authority shall recognise equivalent or later certificates issued by bodies accredited by equivalent accreditation bodies, established in other Member States. It shall also accept other evidence of equivalent quality assurance measures, provided that the economic operator concerned has not been able to obtain those certificates within the relevant time limits for reasons for which he is not responsible, provided that the economic operator demonstrates that the proposed quality assurance measures meet the required quality assurance standards. In the case of an association of economic operators, the above minimum requirements must be covered by all members of the association.
