What the buyer wants
Industry dialogue and market exploration have shown that there is currently no high-performance gigabit infrastructure for the subdivision of the local authority with an offer of corresponding telecommunications services nationwide in accordance with the objectives of the gigabit framework regulation 2.0 and will be available in the coming years.
The regional authorities have therefore applied for and received funding for a nationwide gigabit expansion - in relation to the under-supplied part of the economic gap model within the framework of the directive "Support for the support of the gigabit expansion of telecommunications networks in the Federal Republic of Germany - Gigabit Directive 2.0 (Gigabit-RL 2.0)" of 31 March 2023 in the version of the amendment of 13.01.2025 ("Gigabit Directive 2.0").
The funding provided under this support programme under the economic gap model (‘the funding’) is intended to be transferred by local authorities to telecommunications companies under EU State aid rules as investment cost aid for the construction and operation of gigabit networks.
