Municipality of Mickhausen: Establishment and operation of a gigabit network

Proof of the existence of a notification confirmation according to § 5 Telecommunications Act (TKG) – Applicant’s installation.

Submission of an economic report or Credit rating (e.g. by Creditreform AG or equivalent) not older than 6 months from the date of publication of this notice – Appendix of the applicant.

Self-declaration of the company’s total turnover in the last three financial years, if the company has existed since that time, otherwise a statement of the company’s total turnover since its existence. Please use the form provided (Appendix C.1.2-T). The minimum requirement is a cumulative minimum turnover in the last three completed financial years of: 6 million. Euro.

c) self-declaration of the applicant that in the case of an order a professional indemnity insurance or Company liability insurance is concluded with at least the following coverage sums: i. Personal injury: 5,000,000 EUR. ii. Property damage: 3,000,000 EUR. iii. The required amounts of cover are available at least twice per year. iv. In the event of damage, both damage categories must be covered in parallel with each other with the above-mentioned sums of cover. Please use the form provided (Appendix C.1.3-T).

Where a grouping is formed, the self-declaration shall be submitted by all members of the grouping together with the tender. Before awarding the contract, the grantor will request proof of the conclusion of a corresponding professional liability insurance with the aforementioned requirements.

Provide a list of the main services provided in the last 5 years for comparable reference projects of already implemented Gigabit/NGA network expansion projects in terms of network operation and service offerings for end customers, as well as an indication of the service period (construction and completion), the approximate contract value, the addressed or connected addresses and the type of service (network expansion/planning/network operation), as well as the contact persons and contact details; if the company has not existed for 5 years, corresponding references since the company’s existence.

A maximum of 6 references shall be submitted. The same reference can be used both for operation and for planning/network development, provided that both services were provided under this reference. Minimum requirements: Minimum requirements are 2 references each with the following scope: - 2 references Operation of a network with 600 addresses each and additionally - 2 references Planning and network expansion of the infrastructure with 600 addresses each.

Please use the form provided (Appendix C.1.4 reference list). In the case of a group of tenderers, the abovementioned proof of suitability must be fulfilled by the group of tenderers as a whole. For the purposes of assessing the technical and professional capacity of a tendering group, it shall be considered as a whole. It is therefore sufficient for at least one member of the tendering group to fulfil the required proof of suitability and the associated minimum information.
