What the buyer wants
Public procurement is subject to supply, implementation, operational support and development of an electronic file service system to ensure document management and the performance of the file service under the terms of the contracting authority.
The required solution must be in accordance with the applicable legislation of the Czech Republic, in particular Act No. 499 / 2004 Coll., on archiving and file service, and on the amendment of certain laws, the National Standard for electronic file service systems, related implementing legislation and requirements for the actuation of electronic file service systems.
The implementation will include the migration of data and documents from the existing Athena electronic system, including the preservation of their integrity, links and metadata.
The subject-matter of the performance of the public contract shall be implemented under the conditions and within the time limits laid down in the Binding Draft of the contract, which is Annex 3 to the procurement documents and, within the scope of the Technical Specification, the functional requirements which constitute Annex 1 to the Binding Proposal. V rámci tohoto dílčího kritéria bude hodnocena celková nabídková cena [položka Celková nabídková cena bez DPH, tj. součet A + B + C + D + E (hodnocený parametr)] v číselné hodnotě v Kč bez DPH uvedená dodavatelem v Hodnotící tabulce. Nabídce s nejnižší nabídkovou cenou ze všech hodnocených nabídek bude přiřazeno 100 bodů. Ostatním nabídkám bude přidělena bodová hodnota stanovená násobkem čísla 100 a poměru hodnoty nejvýhodnější nabídky (tj. nabídky s nejnižší nabídkovou cenou) k nabídce hodnocené. Takto získaný počet bodů bude vynásoben koeficientem 0,80 (tj. váhou kritéria hodnocení Nabídková cena) a následně matematicky zaokrouhlen na dvě desetinná místa.

V rámci tohoto dílčího kritéria bude zadavatel hodnotit celkovou dobu realizace Etapy 1 stanovenou dodavatelem v Hodnotící tabulce v kalendářních dnech. Podkladem pro hodnocení tohoto dílčího kritéria bude dodavatelem uvedená celková doba realizace Etapy 1 v Hodnotící tabulce v kalendářních dnech na celá čísla. Nejlépe hodnocená nabídka dle tohoto dílčího kritéria je nabídkou s nejkratší celkovou dobou realizace Etapy 1, tj. nejnižším počtem kalendářních dnů dle níže stanovených pravidel. Maximální přípustná doba realizace Etapy 1, kterou je oprávněn dodavatel nabídnout, činí 120 kalendářních dnů. Dodavatel, který nabídne delší dobu realizace Etapy 1, bude ze zadávacího řízení vyloučen. Minimální přípustná doba realizace Etapy 1, kterou je oprávněn dodavatel nabídnout, činí 60 kalendářních dnů. Dodavatel, který nabídne kratší dobu realizace Etapy 1, bude ze zadávacího řízení vyloučen. Pro stanovení počtu získaných bodů v rámci tohoto dílčího hodnotícího kritéria je stanovena referenční hodnota nejkratší celkové doby realizace Etapy 1 v délce 60 kalendářních dnů, která představuje 100 bodů. Ostatním nabídkám bude přidělena bodová hodnota stanovená násobkem čísla 100 a poměru referenční hodnoty (tj. celkové doby realizace Etapy 1 v délce 60 kalendářních dní) k nabídce hodnocené. Takto získaný počet bodů bude vynásoben koeficientem 0,20 (tj. váhou kritéria hodnocení Termín realizace Etapy 1).
