Fixed telephone service for the needs of the State Enterprise Air Traffic Services

The participants in separate item No 1 may be only persons holding a valid authorisation to use numbering resources for the implementation of public electronic communications through a public electronic communications network and providing a fixed telephone service issued by the Communications Regulation Commission (CRC) in accordance with Article 88 of the Law on Electronic Communications (ECJ) in connection with Art. 3 of Ordinance No 1 of 22.07.2010 on the rules of use, distribution and procedures of primary and secondary provision for use, reservation and withdrawal of numbering resources. 1.1.

When submitting the offer, participants shall declare compliance with the suitability criterion by filling in the EEDOP Part IV To demonstrate the fitness criterion, the participant shall provide a copy of a valid authorisation for use of numbering resources, according to Art. 88 LEC in conjunction with Art. 3 of Ordinance No 1 of 22.07.2010 on the rules of use, distribution and procedures for primary and secondary provision for use, reservation and withdrawal of numbering resources, for the implementation of public electronic communications through a public electronic communications network and provision of fixed telephone service (excluding part "Prices and payments") issued by CRC.

The document for proving the fitness criterion shall be submitted by the selected contractor before the contract award or upon request in the course of the procedure under the conditions of Art. 67, para. 5 of the Public Procurement Act.

Participants under separate heading No 1 should apply a certified quality management system in accordance with EN ISO 9001 or equivalent, with a range relevant to the subject-matter of the contract. 1.1. Upon submission of the tender, participants shall declare compliance with the selection criterion by filling in the EEDOP Part IV 1.1.1.

To demonstrate its technical and professional capabilities, the participant shall provide a copy of a valid certificate certifying the compliance of the participant with a quality management standard EN ISO 9001 or equivalent with a range relevant to the subject-matter of the contract.

The document demonstrating compliance with technical and professional capabilities shall be submitted by the selected contractor before the contract for the award of the contract or upon request in the course of the procedure under the conditions of art. 67, para 5 of the Public Procurement Act.

Notes: - The certificate shall be valid and issued by independent persons accredited under the relevant series of European standards by the Executive Agency of the European Union or by another national accreditation body which is a party to the multilateral agreement on mutual recognition of the European accreditation organisation for the relevant area or to meet the recognition requirements under Art. 5a, para 2 of the Law on National accreditation of conformity assessment bodies.

The contracting authority shall adopt equivalent certificates issued by bodies established in other Member States. - The contracting authority shall also accept other evidence of equivalent quality assurance measures where a participant has not had access to such certificates or has not been able to obtain them within the relevant time limits for reasons beyond its control. In such cases, the participant shall be able to demonstrate that the proposed measures are equivalent to those required.

Note: In the case of participation of associations which are not legal persons, compliance with the selection criteria relating to professional competence and experience for the performance of the contract, as well as those for registration, presentation of a certificate or other condition necessary for the performance of the contract, as required by a regulatory or administrative act, shall be demonstrated by the members concerned in accordance with the allocation of their participation in the performance of the activities provided for in the contract establishing the association.
