Provision of fixed telecommunications services for the Ministry of Internal Affairs

The Participants must, for the last three completed financial years, have realised a minimum total turnover within the meaning of § 2, item 66 of the RD of the SPO. According to § 2, t. 66 of the R&D of the CPO "annual total turnover" is the sum of net sales revenues within the meaning of the Accounting Act. Turnover shall be calculated in total over the last three completed financial years.

Turnover may also be calculated for a shorter period depending on the date on which the participant is set up or started operating. Information on compliance with the selection criterion shall be indicated by the participant in the EEDOP Part IV Proof of compliance with the requirement shall be presented in the cases under Art. 67, para 5 and Art. 112, para 1, item 2 of the Law.

Compliance with the requirement shall be demonstrated by the participant with one or more of the following documents: annual financial statements or components thereof where their publication is required under the law of the country in which the participant is established or by reference to the total turnover. The information in those documents shall cover the last three completed financial years.

The information in those documents may also cover a shorter period depending on the date on which the participant is set up or started operating. For the participant Minimum requirements: The Participants must, for the last three completed financial years, have realised a minimum total turnover within the meaning of § 2, item 2. 66 of the RDPO of not less than EUR 2 556 420 excluding VAT; Turnover shall be calculated in total over the last three completed financial years. Turnover may also be calculated for a shorter period depending on the date on which the participant is set up or started operating.

The participant shall be entered in the Public Register of Enterprises, notified the Communications Regulation Commission of their intentions to perform public electronic communications (Art. 33, para 1, item 1 of the LEU). Information in the public register must include provision of services on the subject-matter of the contract.

Information on compliance with the selection criterion shall be indicated by the EEDOP participant in Part IV Selection criteria, Section A: Fitness, in the field "Entering in the relevant professional register," information that is entered in the Public Register of Enterprises, notified the Communications Regulation Commission of their intention to carry out public electronic communications.

Compliance with the requirement shall be demonstrated by the participant with a copy of the certificate issued by the CRC for entry in the register referred to in Article 33 (1), item 1 of the LEC for carrying out public electronic communications. The contracting authority shall not require documents to which it has access by official means or through a public register or may be provided by direct and free access to the national databases of the Member States.

The evidence shall be presented in the cases referred to in Art. 67, Paragraph 5 of the Law and in the cases under Art. 112 para.1 of the Law.

The participant shall be entered in the Public Register of enterprises which have permissions to use individually assigned limited resource - numbers (Art. 33, para 1, item 2 of the LEC), for which the participant indicates the possession of an individually assigned limited resource (IOR) .

Information on compliance with the selection criterion shall be indicated by the EEDOP participant in Part IV Selection criteria, Section A: Fitness in the field "For service contracts: special authorisation is required" the type and number of the document certifying its right to perform the activities in the territory of the Republic of Bulgaria. Compliance with the requirement shall be demonstrated by the participant with a copy of the Permission to use individually assigned limited resource (IOR) numbers.

The contracting authority shall not require documents to which it has access by official means or through a public register or may be provided by direct and free access to the national databases of the Member States. The evidence shall be presented in the cases referred to in Art. 67, Paragraph 5 of the Law and in the cases under Art. 112 para.1 of the Law.

The participant shall be entered in the Public Register of enterprises authorised to use IOPs - radio frequency spectrum for the provision of electronic communications via a terrestrial network allowing the provision of electronic communications services for which the participant indicates the possession of an IOP - radio frequency spectrum for the provision of electronic communications services through a terrestrial network.

Information on compliance with the selection criterion shall be indicated by the EEDOP participant in Part IV Selection criteria, Section A: Fitness in the field "For service contracts: special authorisation is required" the type and number of the document certifying its right to perform the activities in the territory of the Republic of Bulgaria.

Compliance with the requirement shall be demonstrated by the participant with a copy of the permission to use IOPs - radio frequency spectrum for the provision of electronic communications via a terrestrial network allowing the provision of electronic communications services. The contracting authority shall not require documents to which it has access by official means or through a public register or may be provided by direct and free access to the national databases of the Member States.

The evidence shall be presented in the cases referred to in Art. 67, Paragraph 5 of the Law and in the cases under Art. 112 para.1 of the Law.

The participant has performed an activity (s) with an object identical or similar to the subject matter of the contract. Similar activities with the subject-matter of the contract include telecommunications services.

Information on compliance with the selection criterion shall be specified by the participant in the EEDOP in Part IV, Section C, "For service contracts: services of the specific type' , information on the activities with the object identical or similar to that of the contract, with an indication of the values, dates and recipients fulfilled for the last three years from the date of submission of the tender.

Compliance with the requirement shall be demonstrated by the participant with a list of services which are identical or similar to the subject-matter of the contract with an indication of the values, dates and recipients, together with documents demonstrating the service performed. Proof of compliance with the requirement shall be presented in the cases under Art. 67, para 5 and Art. 112, para 1, item 2 of the Law.

Classy minimum level: The participant must have completed at least 1 (one) activity with an object similar to or identical to the subject-matter of the contract. Similar activities with the subject-matter of the contract include telecommunications services.

The participant shall have staff and/or management with a particular professional competence for the performance of the contract, including specialists with knowledge, experience and qualifications for which they are available: 2.1.

The acquired educational-qualification degree A professional experience of at least 2 years in activities identical to or similar to the subject matter of the contract; Information on compliance with the selection criterion shall be indicated by the participant in Part IV: Section C: "Educational and professional qualifications' of the EEDOP, indicating the persons (qualified specialists) who will be responsible for carrying out the performance of the contract, and indicating the professional qualifications and experience they possess with reference to documents demonstrating the professional competence of the persons (certificates, diplomas and other equivalent documents demonstrating their qualification and professional experience).

Compliance with the requirement shall be demonstrated by the participant with the submission of a list of staff to perform the contract and/or of the members of the management which will be responsible for the performance and documents demonstrating professional competence of the persons. Proof of compliance with the requirement shall be presented in the cases under Art. 67, para 5 and Art. 112, para 1, item 2 of the Law.

Classy minimum level: The participant shall have staff and/or management with a specific professional competence for the performance of the contract, including at least 5 specialists with knowledge, experience and qualifications available: 2.1. The acquired educational-qualification degree Professional experience ;

The participant should apply a quality management system EN ISO 9001 or equivalent with a range of procurement activities (telecommunications services). Information on compliance with the selection criterion shall be specified by the participant in Part IV: Section D: the availability of an EN ISO 9001 quality management system or equivalent with the scope of the contract (telecommunications services).

Compliance shall be demonstrated by the participant with a valid quality management certificate EN ISO 9001 or an equivalent with scope - procurement activities. Proof of compliance with the requirement shall be presented in the cases under Art. 67, para 5 and Art. 112, para 1, item 2 of the Law.

Classy minimum level: Participants should have an implemented quality management system EN ISO 9001 or an equivalent with a range of activities on the subject of the contract issued by independent persons accredited to the relevant series of European standards by the Executive Agency .
