Economic operators involved in the procedure for the conclusion of this procedure are required to carry out a professional activity related to the subject matter of the services to be provided. Economic operators established in a Member State of the European Union are required to be registered in one of the professional or commercial registers kept in their State of establishment or to satisfy any other requirement set out in Annex XI to Appendix I to Law 4412/2016. Where economic operators are required to have a specific authorisation or to be members of a particular organisation in order to be able to provide the relevant service in their home country, the contracting authority may ask them to demonstrate that they have such authorisation or that they are members of that organisation or invite them to make a sworn declaration before a notary regarding the exercise of that profession. In the case of economic operators established in a Member State of the European Economic Area (EEA) or in third countries which have joined the GPA, or in third countries which do not fall under the previous indent and have concluded bilateral or multilateral agreements with the Union on procurement procedures, they are required to be registered in their respective professional registers. Economic operators established in Greece must be registered in the relevant professional register, provided that, under the legislation in force, they are required to register for the service to be awarded. In the case of an association of economic operators, the suitability for professional activity shall be required to be covered by at least one member of the association. (paragraph 2.2.4 of the Declaration).

Economic operators involved in the procedure for concluding this shall be required to have an average general annual turnover for the last three (3) financial years or, the financial uses in which the economic operator operates, if less than three (2023-2024-2025) at least equal to two hundred per cent (200%) of the estimated value of this contract not including VAT and options. In the case of an association of economic operators, the above requirements shall be cumulatively covered by the members of the association. (paragraph 2.2.5 of the Declaration).

Economic operators involved in the process of conclusion of the present are required to have the appropriate documented and proven professional capacity in the implementation of projects of a similar size and complexity with the project to be awarded. In particular, it is required that during the last three (3) years from the closing date of submission of tenders they have successfully completed: • Two (2) or more development or procurement projects of the financial management system offered to organisations with an establishment on a nationwide scale. At least one of the projects must have a budget equal to at least fifty percent (50%) of the budget of this project without VAT and without options. • Two (2) or more projects to develop, install and operate the staff management system offered, in organizations with nationwide geographical distribution. At least one of the projects must have a budget equal to at least forty percent (40%) of the budget of this project without VAT and without options • Two (2) or more health systems development or supply projects, each of which includes the system's entry into service in at least twenty (20) health services units in at least two (2) different health regions. Each project must have a budget equal to at least fifty percent (50%) of the budget of this project without VAT and without options. In the case of an association of economic operators, the above requirements shall be cumulatively covered by the members of the association. (paragraph 2.6.1 of the Declaration) The economic operators involved in the process of conclusion of the present are required to have a project team with executives sufficient in number and skills to undertake the project, in accordance with paragraph 2.2.6.2 of the Declaration.

Economic operators involved in the process of conclusion of the present are required to comply with: • Quality Management System Certificate according to ISO 9001:2015 or equivalent in force to fields of application for the development of medical software. • Environmental management system certificate according to ISO 14001:2015 or equivalent in force to fields of application the development of medical software. • Information security management certificate according to ISO 27001:2022 or equivalent in force with application fields / development of medical software / medical software support / Personal data management. • Anti-borrowing management system certificate according to ISO 37001:2016 or equivalent in force with application fields/development of medical software/ support medical software. The contracting authority shall recognise equivalent certificates issued by bodies accredited by equivalent organisations. (b) is accredited by a national accreditation body which is not established in a Member State of the European Union and is a member of the European Accreditation Multilateral Agreement (EA MLA) or the International Laboratory Accreditation Cooperation (ILAC) or the International Accreditation Forum Multilingual Recognition Agreement (IAF MRA)’ accreditation, which is also established in other Member States, in accordance with Regulation 765/2008. The Contracting Authority shall also accept other evidence of equivalent quality assurance measures, provided that the economic operator concerned has not been able to obtain those certificates within the relevant time limits for reasons for which it is not responsible, provided that the economic operator demonstrates that the proposed quality assurance measures meet the required quality assurance standards. (paragraph 2.2.7 of the Declaration).
