What the buyer wants
Establishment of a dynamic purchasing system for "Purchase of IT products and related services for education and research under a dynamic purchasing system for the University of Szeged" The establishment of the tangible DBR is aimed at the purchase of products for the applicant organisation which do not belong to or are not available under the relevant centralised public procurement system.
In all cases, when the specific demand for procurement is raised, it will examine, in the light of the exact technical content, whether or not its purchasing needs belong to, or are not, to, the relevant centralised public procurement at all times, and only products which do not belong to or are not available from the centralised procurement when the specific procurement needs are incurred.
The applicant shall describe in the Public Procurement Documents the product categories and characteristics for which it intends to establish a dynamic purchasing system for the purchase of IT products and services (hereinafter DBR). In the implementation of the DBR, the applicant shall provide the DBRs with a precise technical description and contractual terms for specific procurement to be carried out under Article 107 (2) Kbt., at the same time as the invitation to tender.
Quantity: The estimated value of the purchases in DBRs, i.e. the estimated amount of DBR, is planned to be net of 1 870 708 791 HUF / 3 years, for the total duration of DBR of 63 months.
The estimated quantity specified in DBRs was fixed on an indicative basis on the basis of previous years' experience, from which the applicant may vary according to the specific purchasing needs of DBR in accordance with Article 107 (2) of the Kbt. List and short description of selection criteria: A 321 / 2015 (X-30) In accordance with Chapter II Kr., it is sufficient to state by completing point α of Part IV of the EEKD that it meets the competence requirements of point M / 1.
Certificates of suitability requirements shall be submitted at the request of the contracting authority, as provided for in § 69 (4) to (6) Kbt. M / 1: For the applicant for the Revision, no 321 / 2015 (X-30) Article 1 (1) and Article 21 of Korm Regulation and Article 4 of Regulation No 307 / 2015 (X. 27) provide that the technical or professional competence necessary for the performance of the contract shall be demonstrated as follows.
The applicant shall accept the simple declaration of the economic operator concerned, by completing Part IV, point α, in the form of a prior certificate by completing the EEKD without asking for detailed information. The tenderers invited pursuant to § 69 (4) to (7) Kbt shall demonstrate their compliance with the eligibility criterion as follows:
- the date of delivery (starting and ending date),
- the other party to the contract,
- the subject-matter of the delivery (so that compliance with the eligibility criteria can be established in accordance with point II.2.4 of the notice),
- the value of the delivery (net HUF) and a declaration of compliance with the requirements and the contract. * In all cases, Paragraph 106 (8b) of Kbt is to be considered a guide for determining the date or period under consideration.In the course of the requests for participation, the reference period under consideration is therefore governed by § 107 (8b) Kbt. Reference certificates shall be issued in such a way that compliance with the eligibility criteria can be verified.Where the subject matter of the reference presented is greater than the subject matter of the procurement, the reference declaration / reference certificate shall indicate the quantity or technical content of the eligibility requirements. The applicant draws attention to Article 24 (1) of the Korm Regulation.Contracting entities may comply with the required competence requirement together with the requirements of § 65 (6) to (7) and (9), (11) of Kbt, or by relying on the capacity of any other organisation or person. Minimum eligibility requirement (s): M / 1: Unqualified if it does not have the following references over 36 months from the date of dispatch of the invitation to tender *:
- Overall, the transmission of IT devices of at least HUF 5 million net, classified in one of the product categories under point II.2.4 of the notice. (No 321 / 2015 (X-30) According to § 22 (3a) Kr, given that quantitative determination cannot be applied by reason of the nature of the DBR.) The reference value can be justified by a reference resulting from several shipments, both overall.For the Commission Pursuant to § 22 (3a) Kr, given that the nature of the DBR does not allow for quantitative determination. The certificates referred to in point M / 1 shall be submitted during the bidding phase of the dynamic purchasing system. * In all cases, Paragraph 107 (8b) of Kbt is to be considered a guide for determining the date or period under consideration. In the course of the requests for participation, the reference period under consideration is therefore governed by § 107 (8b) Kbt.
