For each lot offered, two technically relevant reference projects shall be demonstrated for which substantial services comparable in nature and volume to the respective lot have been provided within the three years preceding the deadline for the offer. One of these reference projects must have been provided to a research organisation. For the purposes of this selection criterion, research organisations are defined as legally autonomous or organisationally defined organisations whose main purpose is to carry out scientific research and development as planned. This includes in particular non-university research institutions and universities with their own research infrastructure. Pure education or training institutions, public administrations and enterprises without an institutional research mandate are not considered to be research institutions. Reference description with client or industry, performance period, project scope, specific services provided by the company and clear allocation to the respective lot. The reference for a research organisation shall additionally indicate the extent to which the contracting entity fulfils the characteristics of a research organisation set out in the minimum requirement. This criterion is NOT the only eligibility criterion.
