Launch of a Unified Communications & Collaboration Platform based on Alcatel-Lucent Enterprise Rainbow

2.1 Brief Overview The contractor shall provide all services required for the complete implementation and operation of the target platform for a period of 48 months. These include: - Project management - Architectural and detailed planning - Delivery of required licenses - Delivery of required system components - Installation and configuration - Integration into existing systems - Migration of existing users and services - Execution of testing - Training - Documentation - Commissioning - Manufacturer support - Maintenance and operational services 2.2 Integration into the Existing OXE Infrastructure The offered solution must be fully integrated into the existing Alcatel-Lucent Enterprise OXE infrastructure. This includes in particular: - Call control - Dial plans - User management - Presence information - CTI functions - Attendant/switchboard functions - Contact center functions - Mobile clients 2.3 Target State Upon transition to standard operations, at least the following must be provided: - Rainbow user platform - Desktop clients - Mobile clients - Integration of the existing OXE infrastructure - Full manageability by the contracting authority - Integration of existing directory services 2.4 Scope Boundaries Not part of the contract are the provision, operation, and maintenance of the telecommunications system operated at the client's premises, including associated hardware, local network infrastructure, internet connection, and end devices. 3 Provision of the Rainbow Cloud Platform and Licenses The contractor shall provide all Rainbow licenses required to implement the target architecture, including all necessary system, administrative, and integration components. 3.1 Licenses Licensing must enable full operation of the solution for the duration of the contract term. The offered licenses must be suitable for operation within a Rainbow hybrid architecture. 3.1.1 Licenses from Pilot Operation License type: Rainbow Enterprise Named User Planned quantity: 100 License period: 48 months 3.1.2 Licenses from Go-Live License type: Rainbow Enterprise Named User Planned quantity: 2,600 License period: 46 months 3.2 Optional License Increase The contracting authority reserves the option to increase licenses during the contract term: 300 Rainbow Enterprise Named User licenses and 300 ALE Voicemail 4546 licenses. 3.3 Cloud Operation and Data Protection Requirements The Rainbow cloud platform must be provided and operated in such a way that the processing of personal data within the scope of the tendered services complies with applicable data protection requirements. Prior to commissioning and during the contract term, the contractor shall provide the contracting authority with all information necessary for the data protection evaluation and secure operation of the cloud components. 4 Project Services 4.1 Project Phases For the implementation of the Rainbow platform, the contractor shall execute the following project phases jointly with the contracting authority: Project phases 1) Project initialization 2) Architectural and detailed planning 3) Implementation and system integration 4) Testing and validation 5) Pilot operation 6) Training 7) Rollout and go-live 8) Hypercare 9) Standard operations 4.4 Adoption of Proof of Concept Results The basic installation of ALE Rainbow as well as the delivery and provision of a WebRTC gateway were already executed by the contracting authority within the scope of a Proof of Concept (PoC). The results of the PoC must be bindingly taken into account.
