What the buyer wants
The main object of the concession is the operation of a sustainable and high-performance telecommunications network infrastructure ("gigabit network") and the provision of high-performance broadband to subscribers in the area as retail products. The passive network is to be leased to the concession holder as network operator.
This should bring the active technology, operate the network functionally, provide the retail services and grant open access to the network to third parties according to § 8 Gigabit framework regulation.
In order to implement the nationwide broadband coverage, the city of Grimma has submitted an application to the Federal Ministry for Digital Affairs and Transport (since May 2025: Federal Ministry for Digital Affairs and State Modernization) for funding under the directive "Funding for the Support of the Gigabit Expansion of Telecommunications Networks in the Federal Republic of Germany" of 31 March 2023 (Gigabit Directive 2.0).
Similarly, an application for co-financing was submitted to the Land of Saxony for funding under the directive "Digitale Offensive Sachsen 2023 - RL DiOS 2023" of 22 August 2023.

Proof of the main services provided in the last 3 years for comparable reference projects in terms of contract value and number of network connections. Minimum requirement a. A reference with completed construction and ongoing operation of at least 2000 FTTH house connections in an expansion project. At least one reference project must have been carried out within the framework of a supported broadband development project. If the company has not yet existed for 3 years, corresponding references must be submitted since the company existed (Appendix 04 Self-declaration on eligibility).
Proof of a valid (current calendar year) professional liability insurance or company liability insurance. If the required civil liability insurance does not exist or falls below the required civil liability insurance, a self-declaration of the applicant can be provided with the request to participate that, in the event of a surcharge, an increase in the insurance coverage with the required coverage amounts is concluded.
Before awarding the contract, the grantor may provide proof of insurance cover at the subsidised level. Minimum coverage sum of the valid insurance is for - personal injury of 1.000.000 € for - property damage 3.000.000 € and for - property damage 1.000.000 €, which are available at least twice in one insurance year.

The minimum requirement is a cumulative minimum turnover in the last 3 completed financial years of a total of € 3 million (net).
