Minimum requirement: The bidder / bidder community must declare by self-declaration and prove that he / she has achieved a specific turnover of at least EUR 250,000 (net) annually in each of the mentioned years in three (3) of the following financial years 2022, 2023 and 2024 (or 2025) in relation to services comparable to the services to be awarded here.

Condition for comparability: the services provided are comparable with the services to be awarded here in terms of specific turnover if, on the basis of the specifications of the procurement documents, they are similar in content, intensity, difficulty, technical, organisational and economic volume to such an extent that they allow a viable conclusion to be drawn as to the capacity of the tenderer for the services put out to tender.

Demonstration: In order to demonstrate that the abovementioned requirements and minimum requirements are met, the self-declaration in Form 8, VGU Part 2 is generally sufficient. The AG reserves the right to request the submission of suitable further proof already in the course of the examination and evaluation of the offer by setting a short time limit.

In particular, the AG may request at short notice before the award of the contract that the bidder / the bidder community that is to receive the contract submit further declarations and proof within a maximum of about 6 calendar days, e.g. in particular annual financial statements. Failure to meet the minimum requirement shall result in exclusion of the award procedure.

Minimum requirement: The bidder / members of the bidding community / if applicable any simple subcontractor / if applicable any subcontractor providing suitability and providing services, must / must declare and prove the following by self-declaration:

The above-mentioned insurances are to be completed twice a year for the duration of the project. The contractor must maintain this insurance cover until the end of the term of the contract.Evidence: In order to demonstrate that the above-mentioned minimum requirements are met, the self-declaration according to Form 9, VGU Part 2 is generally sufficient.However, the AG reserves the right, in the course of the examination and evaluation of the offer, to specify a short period of time of a maximum of approx. 6 calendar days to require the presentation of the insurance certificate if the present form ticks that insurance already exists as required. Failure to meet the minimum requirement shall result in exclusion of the award procedure.

Minimum requirement: The bidder must prove by at least three (3) different references, which must come from at least two (2) different clients, for the services to be provided as well as the contents and activities mentioned in the award documents Parts 3 and 4, VGU Part 2, that he / she has provided services that are comparable to the services to be awarded here on the basis of the requirements, contents and activities mentioned in the award documents.

One (1) of the three (3) references must relate to a corresponding contract in the field of public administration. References may also be those services provided for the GKV-Spitzenverband or the GKV-Spitzenverband, DVKA.

Provision for comparability: A certain reference service (reference) is comparable to the services to be awarded here if it is similar to the services to be provided here on the basis of the specifications of the award documents in terms of the nature and the content and economic volume of the services (total contract value at least EUR 50,000 net per reference), the personnel effort / number of employed employees, the intensity, the difficulty, technically, organizationally and the security requirements to such an extent that it enables a viable conclusion to be drawn about the performance of the bidder for the advertised service.

At least three references must each meet at least the minimum requirements mentioned above and the key figures in this specification and the contract. The services in relation to the respective reference must be in the period since 1. either commenced or continued within that period by the end of the tendering period. The performance period for each reference submitted must have lasted at least 12 months.

Tenderers who do not fulfil one of the minimum requirements set out above shall be excluded from the procurement procedure. Likewise, an exclusion takes place if one or more contents of the contents required in the table according to Form 10, VGU Part 2, such as for example "Expressive concrete description of the object of the contract and the services provided with reference to the contents / services named and described in the VGU, Part 3, Service Description", are not described in accordance with the provision.

Evidence: In order to provide proof that the above-mentioned requirements and minimum requirements are met, it is generally sufficient to submit a self-declaration together with the offer in accordance with Form 10, unless further explanations / proofs are mentioned above. The client reserves the right to check the fulfilment of the requirements and minimum requirements for their correctness and to demand suitable further proof for this at short notice.

The requirements for corresponding proofs can be made in particular at short notice before the award of the contract within a maximum of about 6 calendar days. If the required declarations / proofs are not submitted within the specified time or if they are incomplete, the tenderer concerned will be excluded from the procurement procedure. In addition, the contracting entity may claim damages against the relevant tenderer in the event of non-compliance with the abovementioned requirements and terminate the contract.
