Maintenance and usage rights for the existing automated scheduling, broadcasting, and reporting system of BNT (traffic system)

The participant should have carried out activities with an object identical or similar to that of the order for the last 3 (three) years from the date of submission of the tender (Art. 63, para 1, item 1 (b) Minimum required level: The participant must have completed for the last 3 (three) years from the date of submission of the offer at least 1 (one) service with an object identical or similar to that of the order. The contracting authority does not require volume!

For the purposes of this contract, a performance shall be understood to include: deployment and/or maintenance of television broadcasting automation systems or other media platforms with similar functionality (e.g. broadcasting, OTT platforms, web televisions, hybrid media services, etc.), and the functional scope should be comparable to the subject of the contract. Important!

The scope of implementation may also include design and/or development activities for such systems, where applicable, but not necessarily carried out under the same contract, provided that the main scope is related to deployment and/or maintenance. The services provided are understood to be such services which, irrespective of the date of their award, have ended in the period mentioned above.

Declaration: When submitting the offer, the participant shall declare compliance with the requirement by completing the EEDOP in Part IV, Section C of the EEDOP, Section C of the EEDOP, for service contracts: services of the specific kind carried out by providing information on the value, the date on which the execution was completed, the place, the type of service performed.

Proof: In the cases of Art. 67, para. 5 of the Public Procurement Act and upon conclusion of a contract (Art. 112, para. 1 item 2 of the Public Procurement Act) for proof of the requirement for the services carried out shall be provided a list of services which are similar or identical to the subject of the contract, with an indication of the values, dates and recipients, together with evidence of the services performed.

The evidence should be issued by the service provider in the form of protocols, references, recommendations and other documents or by indicating a public register in which information on the service is published. The contracting authority may not accept any evidence of technical and professional abilities, where it arises from a person who has an interest which may result in a benefit within the meaning of Art. 76 of the Anti-Corruption Act among persons holding public positions.

The participant shall have staff with specific professional competence for the performance of the contract as follows:

• 2 (two) computer network specialists and systems
• with experience in managing projects for the implementation and maintenance of software systems for a minimum of 2 years;
• 5 (five) the programmer, development and implementation of software applications/systems
• experience in the development and implementation of a minimum of 1 (one) project/contract to develop and/or implement software applications/systems. Note: One person shall not be allowed to reconcile different positions, although it may meet the requirements applicable to more than one position.Declaration: When submitting the tender, the participant shall declare compliance with the requirement by completing the EEDOP in Part IV, Section C In that field, the participant shall provide for each of the persons the information necessary to establish compliance with the requirements laid down by the Contracting Party, indicating:
  1. three names of each of the persons proposed by him to carry out the activities to be awarded;
  2. a position for which each of the persons is proposed, in accordance with the minimum requirements of the Contracting Party referred to above;
  3. professional experience, a period in the performance of the professional activity concerned, a job taken or functions performed, an employer.Proof: In the cases of Art. 67, Paragraph 5 of the Law of the Republic of Bulgaria and when concluding a contract (Art. 112, para. 2 of the Law of the Republic of Bulgaria) for proof of the requirement, the participant designated as a contractor shall present the documents referred to in Art. 64, para 1, item 6 of the Law of the Republic of Bulgaria, which shall prove the authenticity of the information declared in the EEDOP, namely: List of persons designated for the performance of the subject-matter of the contract and documents demonstrating their professional competence.The evidence may include copies of certificates, references from employers/entity and other appropriate documents demonstrating the professional experience and competence of the expert/experts.

The participant shall have an developed, implemented and certified quality management system according to standard BDS EN ISO 9001:20xx or equivalent with the scope of certification design and/or development and/or implementation and maintenance of software and hardware solutions.

Declaration: When submitting the offer, the participant shall declare compliance with the requirement imposed by completing the EEDOP in Part IV "Selection criteria', Section D Proof: In the cases of Art. 67, para 5 and in the case of a contract (Art. 112, para 2 of the Public Procurement Act), the requirement shall be demonstrated by a copy of a valid certificate of the implemented quality management system in the field of the subject-matter of the present contract, according to standard EN ISO 9001:20xxx or equivalent, or other evidence of the existence of equivalent quality assurance measures.

Note: The certificate shall be valid and issued by independent persons accredited to the relevant series of European standards by the Executive Agency . The contracting authority shall adopt equivalent certificates issued by bodies established in other Member States and other evidence of equivalent quality assurance measures where a participant has not had access to such certificates or has not been able to obtain them within the relevant time limits for reasons beyond its control. In such cases, the participant shall be able to demonstrate that the proposed measures are equivalent to those required.
