What the buyer wants

For Breitband Ostalb KAöR as well as the towns and municipalities of the Ostalbkreis district, providing citizens and commercial enterprises with high-performance, future-proof broadband services is an important mission in terms of public service provision, economic development, and securing the business location. Given the demand for high data rates and long transmission distances between networks, the expansion of fibre-optic technology plays a crucial role in particular. For this reason, Breitband Ostalb KAöR and the towns and municipalities of the Ostalbkreis district have established a fibre-optic infrastructure in recent years to ensure high-performance and future-proof coverage in parts of the district. For this purpose, starting from connection points to existing fibre-optic infrastructures, Breitband Ostalb KAöR established the feeder infrastructures into the coverage area (backbone network), and the towns and municipalities established local distribution networks in underserved areas of the district based on FTTC (as an intermediate step) and FTTB technology. The network operator of the existing backbone network as well as the existing local distribution networks (FTTC and FTTB) is NetCom BW GmbH, Ellwangen. Based on this infrastructure, the towns and municipalities plan the construction of a publicly funded gigabit network based on FTTB technology successively in the years 2028 to 2030 in the coverage areas according to the tender documents. Starting from the existing backbone network of the Ostalbkreis district, the subsidized gigabit network (FTTB) consists of feeder infrastructures into the coverage area as well as local distribution networks in the respective expansion areas. An overview of the planned gigabit network (FTTB) and a cartographic representation of the expansion area defined by address points can be found in the Annex "Supply Area" (Anlage Versorgungsgebiet) to the tender documents. The project is funded under the - Directive "Funding to support the gigabit rollout of telecommunications networks in the Federal Republic of Germany" (Gigabit Directive) – "Grey Spots" funding programme (GFP 1.0), in the version of the announcement dated 27/12/2022, as well as under the - "Administrative Regulation of the Ministry of the Interior on the Co-Financing of the Federal Directive 'Funding to support the gigabit rollout of telecommunications networks in the Federal Republic of Germany'" (VwV Gigabitmitfinanzierung) dated 10/09/2021. The preliminary federal grant notification and the grant notification of the State of Baden-Württemberg for co-financing the project are attached in the Annex "Grant Notifications" (Anlage Zuwendungsbescheide) to the tender documents. Lot 1 includes the following reference numbers of the grant notifications below: - Federal grant notification, file ref.: 832.6/10-22 01BW21949 - State of BW grant notification, file ref.: 4-8433.5/238-819102639. This newly created passive gigabit network (FTTB) is to be transferred to a commercial network operator successively as ready-to-operate sub-networks for use and for establishing the active network layer and providing high-bitrate broadband connections against payment of a fee. Furthermore, network extensions built at a later date, for example through densification in built-up areas or the development of new construction areas, are to be handed over to the network operator in the respective municipal territories after their completion and form part of the subject matter of the tender. Die Breitband Ostalb KAöR sowie die Städte und Gemeinden des Ostalbkreises errichten eine Glasfaserinfrastruktur zur Sicherstellung einer leistungsfähigen und zukunftsträchtigen Versorgung in Teilbereichen des Landkreises. Hierzu wurden Zuleitungsinfrastrukturen in das Versorgungsgebiet (Backbone-Netz) sowie durch die Städte und Gemeinden innerörtliche Verteilnetze in ungenügend versorgten Bereichen des Landkreises hergestellt. Dieses neu geschaffene passive Gigabit-Netz (FTTB) soll einem privatwirtschaftlichen Netzbetreiber sukzessive als betriebsfertige Teilnetze zur Nutzung und Herstellung der aktiven Netzebene und der Versorgung mit hochbitratigen Breitbandanschlüssen gegen Entgelt überlassen werden.

    Für die Breitband Ostalb KAöR sowie die Städte und Gemeinden des Ostalbkreises ist die Versorgung der Bürgerinnen und Bürger sowie der Gewerbetreibenden mit leistungsfähigen und zukunftsträchtigen Breitbanddiensten ein wichtiger Auftrag im Sinne der Daseinsvorsorge, Wirtschaftsförderung sowie der Standortsicherung. Mit der Anforderung hoher Datenraten und langen Übertragungsstrecken zwischen Netzwerken spielt gerade der Ausbau der Glasfasertechnologie eine entscheidende Rolle. Aus diesem Grund haben die Breitband Ostalb KAöR sowie die Städte und Gemeinden des Ostalbkreises in den letzten Jahren eine Glasfaserinfrastruktur zur Sicherstellung einer leistungsfähigen und zukunftsträchtigen Versorgung in Teilbereichen des Landkreises hergestellt. Hierzu wurden, ausgehend von Anschlusspunkten an bestehende Glasfaserinfrastrukturen, durch die Breitband Ostalb KAöR die Zuleitungsinfrastrukturen in das Versorgungsgebiet (Backbone-Netz) sowie durch die Städte und Gemeinden innerörtliche Verteilnetze in ungenügend versorgten Bereichen des Landkreises auf Basis der FTTC- (als Zwischenschritt) und FTTB-Technologie hergestellt. The applicant or the association of applicants must maintain a company liability insurance with a minimum amount of cover of EUR 10,000,000 per claim for personal injury and EUR 5,000,000 for material damage per claim with an insurance company licensed in a member state of the EU or a contracting state of the Agreement on the European Economic Area or – in the case of lower coverage – submit a declaration from the insurer that the coverage in the case of an order is increased to the required sums. Proof: insurance certificate or confirmation of the insurer (not older than twelve months) or Declaration of the insurer to increase. In the case of applicant communities, it is sufficient that one of the members of the applicant community has an insurance of an appropriate amount or provide the insurer’s declaration above; the insurance must cover the services of all members.

The services must have already been provided in substantial parts in the aforementioned calendar years. This is the case if more than 30% of the telecommunications network of the respective reference has been equipped with active technology.
