Operation Gigabit network of the municipality of Gerstetten – grey spots

The client (hereinafter referred to as "AG") is the municipality of Gerstetten in the district of Heidenheim with approximately 11,551 inhabitants. After Baiersbronn in the Black Forest, Gerstetten is the largest municipality in Baden-Württemberg without city law. For several years, the municipality has been pursuing the goal of introducing residential areas in the main town and districts and commercial areas to better bandwidths by means of fiber optic expansion. Since 2019, the municipality of Gerstetten has been gradually expanding the fiber-optic infrastructure in its supply area. The expansion usually takes place in the subsidized environment (federal and state funding) as well as in the operator model. In 2022, a first network operation contract was concluded with the company NetCom BW GmbH, which applies to the areas that were expanded with federal / state funding within the framework of the “White Spots”. The AG now plans to further expand the existing and currently emerging fiber optic networks from the “White Spots” program within the framework of the “Grey Spots” program with the help of funding from the Federal Government and the state of Baden-Württemberg. Subsequently, the networks from the Grey Spots programme are to be leased to a telecommunications company and operated by it. The networks already established in this early phase of deployment and also awarded for operation (“white spots”) are not part of this tender. The tender therefore concerns the lease of passive infrastructure for network operation. This includes in particular the development of active network components, their maintenance and maintenance, necessary extensions, documentation and the provision of information. The passive infrastructure is transferred by the AG to the AN within the framework of a lease on the basis of the network operation and lease agreement.
