What the buyer wants
The tender includes the purchase, establishment and subsequent service, i.e. application operation, support and maintenance, of a single SRO / SCADA system for the 20 supply facilities of Ordregiver and physical replacements of electricity equipment on 12 installations. The delivery is carried out as a total contract consisting of system, application operation and physical replacement. The acquisition also includes time-based consultancy services for the duration of the contract. The aim is to establish a uniform and stable platform for monitoring, management and regulation in the areas of electricity, water, heat and facility, and to ensure access to reliable operational data. The overall solution will cover the following supply areas: • the water area comprising three waterworks, two source sites with 13 extraction wells and 11 section wells or houses. • The power range comprising five transformer stations. • The heating area comprising seven heating systems, three pump or booster stations and 10 network measuring points. • The facility area comprising building management at GEV headquarters. The environment also includes 30 Siemens PLC's, 15 Schneider Electric PLC's and other automation equipment. The system delivery includes the establishment and commissioning of the SRO / SCADA Joint System with the necessary programs, licences and components. The system shall be established on the IT infrastructure of the GEV and connected to the relevant installations and systems. The existing PLC and automation systems shall be integrated with the new SRO / SCADA joint platform. For designated installations, existing physical TAG marking is maintained even if it differs from the GEV TAG standard. In such cases, the solution shall support unambiguous mapping between the physical TAG marking and the corresponding TAG IDs in the solution. The service delivery includes application operation of the SRO / SCADA application, monitoring, support, maintenance, bug fixes, updates and further development. The supply also includes necessary training and documentation. In 12 plants, the supply includes the removal and disposal of existing components, as well as the replacement or establishment of, inter alia, boards, PLCs, connections, UPSs and frequency converters. The documentation concerned, including signal lists and technical diagrams, shall be updated. Delivery shall be carried out in stages per installation and shall include clarification, establishment, training, documentation, installation, testing and commissioning. The supplier shall ensure that the system, service and physical work as a whole constitute a workable solution. GEV Holding A / S implements the tender on behalf of the following related companies: Grindsted Elnet A / S, GEV Warm A / S and GEV Water A / S.
Udbuddet omfatter anskaffelse, etablering og efterfølgende service, dvs. applikationsdrift, support og vedligeholdelse, af et fælles SRO/SCADA-system til Ordregivers 20 forsyningsanlæg samt fysiske udskiftninger af el-udstyr på 12 anlæg. Leverancen gennemføres som en totalentreprise bestående af system, applikationsdrift og fysisk udskiftning. Anskaffelsen omfatter tillige timebaserede konsulentydelser i hele kontraktens løbetid. Formålet er at etablere én ensartet og driftsstabil platform til overvågning, styring og regulering inden for el, vand, varme og facility samt sikre adgang til pålidelige driftsdata. Den samlede løsning skal dække følgende forsyningsområder: •Vandområdet omfattende tre vandværker, to kildepladser med 13 indvindingsboringer og 11 sektionsbrønde eller -huse. •Elområdet omfattende fem transformerstationer. •Varmeområdet omfattende syv varmeanlæg, tre pumpe- eller boosterstationer og ti netmålepunkter. •Facility-området omfattende bygningsstyringen på GEV’s hovedkontor. Miljøet omfatter desuden 30 Siemens PLC’er, 15 Schneider Electric PLC’er samt øvrigt automationsudstyr. Systemleverancen omfatter etablering og idriftsættelse af det fælles SRO/SCADA-system med nødvendige programmer, licenser og komponenter. Systemet etableres på GEV’s it-infrastruktur og forbindes med de relevante anlæg og systemer. De eksisterende PLC- og automationsanlæg skal integreres med den nye fælles SRO/SCADA-platform. For udpegede Anlæg bibeholdes eksisterende fysisk TAG-mærkning, selv om den afviger fra GEV's TAG-standard. Løsningen skal i disse tilfælde understøtte entydig mapping mellem den fysiske TAG-mærkning og de tilsvarende TAG-ID'er i Løsningen. Serviceleverancen omfatter applikationsdrift af SRO/SCADA-applikationen, overvågning, support, vedligeholdelse, fejlrettelser, opdateringer og videreudvikling. Leverancen omfatter også nødvendig undervisning og dokumentation. På 12 anlæg omfatter leverancen nedtagning og bortskaffelse af eksisterende komponenter samt udskiftning eller etablering af blandt andet tavler, PLC’er, forbindelser, UPS-anlæg og frekvensomformere. Berørt dokumentation, herunder signallister og tekniske diagrammer, skal opdateres. Leverancen gennemføres trinvist pr. anlæg og omfatter afklaring, etablering, undervisning, dokumentation, installation, prøver og idriftsættelse. Leverandøren skal sikre, at system, service og fysiske arbejder samlet udgør en funktionsdygtig løsning. GEV Holding A/S gennemfører udbuddet på vegne af følgende koncernforbundne selskaber: Grindsted Elnet A/S, GEV Varme A/S og GEV Vand A/S. Ansøger skal i forbindelse med ansøgning udfylde det fælleseuropæiske udbudsdokument (ESPD) i udbudssystemet med de krævede oplysninger.

Contracting entities have laid down the following economic and financial capacity requirements: • a minimum degree of soundness of 20% in each of the last two (2) completed and audited financial years. • In each of the two (2) most recent completed and audited financial years, the applicant's own funds shall be at least DKK 20 million. The level of soundness of the bidder in each of the two (2) most recent completed and audited financial years shall be calculated as the own funds of the bidder divided by the total assets of the bidder for each of the two (2) most recent completed and audited financial years calculated in percentage. If the tenderer is an association of undertakings (e.g. a consortium), the solvency ratio for each of the two (2) last completed and audited financial years shall be calculated as the total own funds of the association of undertakings divided by the total assets of the association of undertakings in each of the two (2) last completed and audited financial years calculated as a percentage. Where the tenderer relies on the economic and financial capacity of other undertakings, the solvency ratio shall be calculated as the total own funds of the tenderer and the supporting undertakings in each of the two (2) most recently completed and audited financial years divided by the total assets of the tenderer and the supporting undertakings in each of the two (2) completed and audited financial years calculated in percentage. If the tenderer is an association of undertakings (e.g. a consortium), equity is calculated as the total own funds of the undertakings for each of the two (2) most recently completed and audited financial years. If the tenderer relies on the capabilities of other entities, equity shall be calculated as the total own funds of the entity and those other entities for each of the two (2) last completed and audited financial years.
Contracting entities have laid down the following minimum technical and professional requirements: • Applicants must provide at least one comparable reference demonstrating that the applicant has supplied an SRO / SCADA system to a supplier undertaking with more than one supply area within the three years preceding the date of application. A reference is considered to be comparable services within the meaning of 2.1 and point 4.8 of the specifications. Description of references Applicants shall submit the ESPD with a list of up to 5 main references including comparable services provided by applicants during the three years preceding the application deadline. However, this is not a prerequisite for the establishment and commissioning of the last three years, only in this case the deliveries (references), where the application operation, support and / or maintenance of previous deliveries took place within the last three years, starting from the application deadline. Only references relating to services performed at the time of application will be given importance when assessing the applicants who have documented the most relevant deliveries. Thus, in the case of an ongoing task, only the part of the benefit already carried out at the time of the application will be included in the assessment of the reference. The description in each reference should also include the following: • within which supply areas the SRO / SCADA system has been provided for control and monitoring production facilities. • In how many production facilities within the respective supply areas has the system been used for the management and monitoring of production facilities. • An indication whether the delivery of the system has included application operation, support and / or maintenance The emphasis can only be placed on what is directly shown in the description. The applicant should therefore ensure that all the information requested is provided in the description and that there is no doubt as to the meaning of the description.
