What the buyer wants
Danmarks Nationalbank ("Nationalbank") is the central bank of Denmark. The activities of the National Bank are based on the Danmarks Nationalbank Act of 1936, according to which the National Bank has the task of maintaining a secure monetary system in Denmark and of facilitating and regulating money turnover and credit. This mission description continues to cover the role and responsibility of the National Bank as central bank. The National Bank performs a number of societal critical tasks, including the operation and monitoring of critical payment infrastructure and the exercise of key monetary policy functions. The processes, systems and data supporting these tasks are essential for financial stability and confidence in the Danish financial system. The commercial needs of the National Bank shall ensure that the contract supports a high level of supply security, robustness and continuity in the provision of the Services. The supplier is therefore expected to show a proactive approach to both daily delivery and risk management, improvement opportunities and technological development. The National Bank has a high focus on information security and the supplier must ensure a level of safety equivalent to that of comparable organisations with a similar threat image. The National Bank's security requirements shall apply to all supplies and activities carried out for or on behalf of the National Bank in the context of the provision of the Contract Services. This places high requirements on safety, robustness and operational resilience. In view of this, the supplier is required to be certified in accordance with ISO / IEC 27001: 2022 or an equivalent international standard throughout the contract period. In addition, the contract requires the supplier to comply with SWIFT CSP requirements and can demonstrate this compliance with both the National Bank and SWIFT. As a starting point, the National Bank uses Microsoft-based technologies and tools in its IT architecture and system support. Furthermore, Service Delivery Management is based on ITIL v3 principles and processes. The contract aims to establish a supplier cooperation for the provision of services related to IT workplaces, unit management, Onsitesupport and service desk. The IT workplace includes the delivery and support of stationary computers, laptops, and peripheral equipment, as well as service desk functions and related operation and support services. In addition, support of tablets and smartphones. In implementing Windows 11, the National Bank has carried out a major replacement of older entities, resulting in a significant modernisation of the National Bank's PC portfolio. Applicants must submit the single European tender document (hereinafter ESPD) with the following information: total annual turnover of applicants in the last available financial year. In this tender, applicants may rely on the economic and / or financial capacity of other actors to meet the suitability requirements. The operator (s) making its economic and / or financial capacity available to the applicant shall sign an aid declaration, as specified in the contract documents. The template is annexed to the specifications. Where the contracting entity applies for the economic and financial capacity of other entities in relation to the fulfilment of the suitability requirements set out below, the contracting entity shall require the applicant and the entities concerned to be jointly and severally liable for the performance of the contract. The ESPD shall act as a provisional proof that the applicant fulfils the eligibility requirements for economic and financial capacity. Before the award decision, the applicant to whom the contracting entity intends to award the contract shall provide evidence of the accuracy of the information contained in the ESPD. Where the contracting entity so requests, the following evidence of economic and financial capacity shall be provided: Statement on the company's total turnover In the case of an association of undertakings (e.g. a consortium), the information contained in the most recent annual report available / financial statements shall be provided for each of the undertakings involved in the association. If the entity is based on the economic and financial standing of other entities (e.g. parent, sister or subcontractor), the information shall also be provided for those entities. Minimum requirements: Minimum requirements require a total annual turnover of at least DKK 460 million in the most recent annual report available. Where the applicant is based on the capacity of other entities, the turnover of the applicant and the total turnover of those other entities shall be calculated in the last available annual report / financial statements. In the case of an association of undertakings (e.g. a consortium), turnover is calculated as the total turnover of the undertakings in the most recent annual report available / annual accounts. The information shall be provided in ESPD section IV.B.

Minimum requirements: As a minimum, a positive equity is required in each of the three most recent available annual reports / financial statements. Where the applicant is based on the capacity of other entities, the own funds shall be calculated as the total own funds of the undertaking and those other entities in each of the three most recent available annual reports / financial statements. In the case of an association of undertakings (e.g. a consortium), own funds are calculated as the total own funds of each of the three most recent annual reports available. The information shall be provided in ESPD section IV.B.
Applicants shall provide the ESPD with the following information: a list of the five most significant comparable services provided by applicants during the three years preceding the application deadline. Only references relating to services performed at the time of application will be given importance when assessing whether the technical and professional capacity requirements are met, as set out below. Thus, in the case of an ongoing task, only the part of the benefits already provided at the time of application will be taken into account in the assessment of the reference. Please provide a brief description of the delivery carried out. The description of the supply should contain a clear description of the services to which the delivery relates and the role (s) of the applicant in the performance of the supply. In addition, please specify the economic value of the delivery (amount), the date of delivery and the name of the customer (recipient). When the date of delivery is indicated, applicants are requested to indicate the date on which the delivery begins and ends. If this is not possible, e.g. because the services have been performed continuously under a framework agreement, the applicant is requested to indicate in the description of the delivery how the date is indicated. A maximum of five references may be given, whether the applicant is a single undertaking, whether the applicant is based on the technical capacity of other entities or whether it is an association of undertakings (e.g. a consortium). If more than five references are given, only the five most recent references will be given. References in addition will be disregarded. If it is not possible to determine which references are the most recent 5 references, the references will be selected by lot. Applicants may, in this procurement, rely on the technical and / or professional capacity of other actors to meet the suitability requirements, including for selection purposes. The operator (s) making its technical and / or professional capacity available to the applicant shall sign an aid declaration, as specified in the contract documents. The template is annexed to the specifications. Where the professional experience of other entities is based on the performance of specific parts of the services covered by the contract, the specific parts of the services covered by the contract shall be provided by the entity on which the applicant is based. The ESPD shall act as a preliminary proof that the applicant fulfils the requirements for technical and professional capacity. Before the award decision, the applicant to whom the contracting entity intends to award the contract shall provide evidence of the accuracy of the information contained in the ESPD. Applicants will not be required to provide further evidence of technical and professional capacity. However, the procuring entity reserves the right to contact the applicant or the customer specified in the reference for the purpose of obtaining certification of the reference information, including the dates indicated for the reference.
Criteria for selection among suitable applicants. The restriction of candidates invited to tender shall be based on an assessment of the candidates who have demonstrated the most relevant supplies in relation to the main services offered. The relevance assessment shall be based on the extent to which the references together demonstrate experience in the provision of services comparable to the main services provided. In assessing the candidates who have documented the most relevant deliveries, the contracting entity will award the candidates points on a scale from 1 to 5 for each main service based on the extent to which the references together demonstrate relevant experience in providing the main services. Against this background, the applicant is granted an overall character, calculated as the average of the points awarded for the main benefits. In the selection process, contracting entities will pay particular attention to the following main services: 2) Evidence of experience in the provision of similar services under very high safety requirements, such as SWIFT CSP, NIS, DORA or similar. 3) Evidence of experience in the provision of similar services to a comparable customer, i.e. a customer with about 500 primary administrative employees, distributed across several critical infrastructure locations.
