Procurement of active network and WLAN components incl. Implementation

An indication of the company’s turnover in the last three financial years, in so far as it relates to services comparable to the service to be awarded. The information shall be provided with the self-declaration of suitability (L 124).

The tenderer must have sufficient company liability insurance for the nature and scope of the contract. Required minimum coverage: personal injury EUR 3,000,000, property damage EUR 1,500,000 and property damage EUR 1,500,000. Alternatively, a binding declaration can be provided that, in the event of a supplement, a corresponding insurance cover is provided.

Proof of registration in the professional or commercial register of the registered office or residence, if there is a corresponding obligation to register. The proof shall be provided upon separate request.

The tenderer must demonstrate at least three comparable reference projects over the last three years. The references in their entirety must reveal experience in particular in the implementation of extensive network and WLAN infrastructures, the integration into existing productive IT infrastructures, network access control or comparable authentication and authorization structures as well as the implementation in highly available and mission-critical environments. At least one reference must come from a hospital or an infrastructure comparable in terms of availability and operational criticality. The additional information required is given in the procurement documents.

The bidder must be an authorized partner of HPE for the area of HPE Aruba Networking / Networking at the time of the bid and must be entitled to deliver and implement the advertised components. The corresponding manufacturer status must be proven with the offer.

For the provision of services, the tenderer must have appropriately qualified and certified specialist staff. The staff designated for the project must have at least the following valid HPE Aruba Networking Certifications or their respective official successor or higher certifications: – at least two people with HPE Aruba Networking Certified Professional – Campus Access (ACP-CA) or higher, – at least two people with HPE Aruba Networking Certified Professional – Network Security (ACP-NS) or higher, – at least two people with HPE Advanced Product Certified – ClearPass, – at least two people with HPE Advanced Product Certified – HPE Aruba Networking Central. Several of the required certifications may be demonstrated by the same person. The intended certified specialists shall be named with the offer, indicating their respective certifications. For the implementation of the project at least the following key roles shall be provided: – responsible technical project manager, – technical responsibility switching/LAN, – technical responsibility WLAN, – technical responsibility HPE Aruba Networking Central, – technical responsibility Network Access Control / Aruba ClearPass. Several technical roles may be performed by the same person, provided that the person fulfils all the requirements applicable to the respective roles. The technical manager responsible shall have at least five years of relevant professional experience in the technical management or Coordination of network and WLAN implementation projects. In addition, he must demonstrate personal experience from at least two similar projects in terms of type and complexity. At least one of these projects must be integrated or Extension of an existing productive network environment. The key technical personnel designated for Switching/LAN, WLAN, HPE Aruba Networking Central and Network Access Control / Aruba ClearPass must each have at least three years of practical experience with the implementation and integration of the relevant technologies. For each key technical person, specify at least one personal reference project in which the person concerned has participated in the integration into an existing productive IT or network infrastructure. Persons designated for the key technical roles shall also have the manufacturer qualification required for their respective tasks. Manufacturer certification is only required for the responsible technical project manager if he also assumes a key technical role. The further requirements for the evidence and short profiles result from the procurement documents.

The bidder must have a suitable organizational and personnel structure and sufficiently qualified technical specialists to be able to provide appropriately qualified technical personnel at the customer's place of performance within two hours at the latest in the event of system-critical disruptions to the advertised network and WLAN infrastructure within the time window Monday to Friday from 08:00 to 17:00, excluding public holidays at the place of performance. The professionals available for this purpose must have the professional and vendor-specific qualifications required for the affected HPE Aruba networking technologies, as well as practical experience in error analysis and troubleshooting in productive enterprise network environments. With the offer, a self-declaration must be submitted, which clearly shows how the required on-site availability is ensured organizationally and personnel. The declaration shall specify at least the number of technical staff available for relevant on-site operations, their technical and manufacturer-specific qualifications and the organisational assurance of maximum on-site availability of two hours. The foregoing requirement is exclusively intended to demonstrate the technical and professional capacity of the tenderer. It does not in itself constitute an independent on-site service, response or restoration obligation of the contractor.
