Provision of Maintenance, Support and Configuration Services for the Information System of the Payment Mechanism for Subsidy Programs (Escrow Accounts) of the Society of Information S.A..

Economic operators involved in the procedure for the conclusion of this procedure are required to carry out a professional activity related to the subject matter of the services to be provided, i.e. IT services. Economic operators established in a Member State of the European Union are required to be registered in one of the professional or commercial registers kept in their State of establishment or to satisfy any other requirement set out in Annex XI to Appendix I to Law 4412/2016.

Where economic operators are required to have a specific authorisation or to be members of a particular organisation in order to be able to provide the relevant service in their home country, the contracting authority may ask them to demonstrate that they have such authorisation or that they are members of that organisation or invite them to make a sworn declaration before a notary regarding the exercise of that profession.

In the case of economic operators established in a Member State of the European Economic Area (EEA) or in third countries which have joined the GPA, or in third countries which do not fall under the previous indent and have concluded bilateral or multilateral agreements with the Union on procurement procedures, they are required to be registered in their respective professional registers.

Economic operators established in Greece should be registered in the relevant professional register, where, under the legislation in force, registration is required for the service to be awarded. In the case of an association of economic operators, the suitability for professional activity shall be required to be covered by at least one member of the association. (paragraph 2.2.4 of the Declaration).

With regard to economic and financial adequacy for this procurement procedure, economic operators shall be required, subject to an exclusion penalty:

1. The total turnover of the last three management uses (2023, 2024, 2025) or for as long as they carry out their business, if they are less than three years, at least equal to two hundred percent (200%) of the budget of the project being awarded (including VAT and option options).
2. Show profitability for the last three (3) management uses. In the case of an association of economic operators, the above requirements shall be cumulatively covered by the members of the association. (paragraph 2.2.5 of the Declaration).

Economic operators involved in the process of conclusion of the present are required to have the appropriate documented and proven professional capacity in the implementation of projects of a similar size and complexity with the project to be awarded. Specifically, within the last five (5) years (2021, 2022, 2023, 2024, 2025) plus the current year (2026), until the date of final submission of tenders, have successfully completed:

1. Five (5) at least service projects to a public or wider public sector body to implement payment support systems through escrow accounts. These systems should include at least the following functions/subsystems:
   • Identification of citizens/customers through interoperability with the GSP identification centre;
   • Processing and Management of payment requests;
   • Interconnection through interoperability with credit institutions (at least all credit institutions based in Greece and integrated into the Single Supervisory Mechanism of the European Central Bank);
   • Information and Reporting System;
   • Financial transaction documents;
   • at least one (1) project should include the provision of production services and continuous technical and/or operational support for an information system and/or digital service, based on an agreed level of service provision (KPIs) which includes at least:
   • support services in the production function of the information system or digital service;
   • training and/or implementation of an agreed level of services (SLA) and monitoring of compliance with the measurable performance indicators (KPIs/M);
   • monitoring and operation of the relevant monitoring and operational system;
   • monitoring and management of the operation of the relevant system;
   • monitoring and operation of the relevant system;
   • monitoring and operation of the relevant system;
   • monitoring and operation of the operational and management of the relevant system;
   • monitoring and management of the relevant system;
   • monitoring and operational and management of the technical monitoring of the The total budget of this project should be at least equal to or above 100% of the budget of this project (excluding VAT).
2. At least one (1) project to provide advisory and technological services for digital transformation of processes, including maintenance services - support, to a public or wider public sector body. (paragraph 2.2.6 of the Declaration) Economic operators are required to have a project team with executives sufficient in number and skills to undertake the project, according to paragraph 2.2.6.b of the Declaration.

Economic operators for this procurement procedure must have a certified professional methodology in the field of implementation and management of corresponding projects. In particular, they must have a certificate:

• ISO 9001:2015 certificate for Quality Management, or equivalent, in force, by an accredited body, with scope covering analysis, design, development, installation and support of integrated information systems.
• ISO/IEC Certificate 20000-1:2018 for the IT Services Management System, or equivalent, in force, by an accredited body, with scope covering the management of IT services.
• ISO 27001:2019 certificate for the Information Security Management System, or equivalent, in force, by an accredited body, with scope covering analysis, design, development, installation and support of integrated information systems.
• Certificate ISO 27701:2019 for the Privacy Information Management System, or equivalent, in force, by an accredited body, with scope covering analysis, design, development, installation and support of integrated information systems.
• ISO 22301:2019 certificate for operational continuity management, or equivalent, in force, by an accredited body, with scope covering analysis, design, development, installation and support of integrated information systems.
• ISO 37001:2016 certificate against bribery or equivalent, in force, by an Accredited Agency, with scope covering analysis, design, development, installation and support of integrated information systems.Finally, in the context of the educational nature and the transfer of know-how sought through the contract, economic operators for the present procurement procedure must have the following: On associations/consortia, these minimum conditions may be covered by each member of the association/consortium separately.Those certificates should have been issued by an entity accredited by the ESYD or by an internationally accredited body, up to (30) thirty days before the final date of submission of the tender. The contracting authority shall recognise equivalent certificates issued by bodies accredited by equivalent accreditation bodies, institutes and other Member States.It shall also accept other evidence of equivalent quality assurance measures, provided that the economic operator concerned has not been able to obtain those certificates within the relevant time limits for reasons for which he is not responsible, provided that the economic operator demonstrates that the proposed quality assurance measures meet the required quality assurance standards.Where a Union of economic operators is involved, those requirements should be covered by all members of the Union. (paragraph 2.2.7 of the Declaration).
