What the buyer wants
1. The subject matter of the contract is the supply of computer equipment (hereinafter referred to as "the equipment" or "the computer equipment") necessary for the creation, implementation and operation of public e-services within the framework of the project: "Modernisation of the IT infrastructure of the Psychiatry Hospital of the Public Health Care Centre in Węgorzewo in order to increase cybersecurity in the e-health system with the extension of e-services" implemented under the European Funds for Warmia and Mazury 2021–2027 programme. Delivery includes:
- desktops (central units) of 78 units;
- monitors of 78 units;
- barcode scanners of 1D/2D of 78 units. The equipment must be brand new, unused, from current production lines (produced after 1 January 2026) and from the official sales channel of the producer to the Polish market.None of the ICT products, ICT services or ICT processes offered under this contract shall be subject to a recommendation from the Government's Cybersecurity Plenipotentiary stating their negative impact on the essential security interests of the State (in accordance with Article 226(1)(17) of the PZP Act), none of the ICT products, ICT services or ICT processes offered shall originate from the entity and shall not cover the product/service/process type defined in the decision to recognise the supplier as a high risk supplier (in accordance with Article 226(1)(19) of the PZP Act).This public contract is implemented and financed under Project FEWM.01.07-IZ.00-008/25 Modernisation of the IT infrastructure of the Psychiatric Hospital of the Public Health Care Department in Węgorzew to raise cybersecurity in the eHealth system with the extension of eServices.

Contract award may be requested by Contractors who fulfil the conditions relating to technical or professional capacity (condition concerning experience): The Contracting Authority shall consider the condition to be fulfilled if the Contractor demonstrates that during the last three (3) years before the deadline for the submission of tenders, and if the period of business is shorter - during that period, he has duly executed: at least 2 (two) contracts, in the framework of two separate contracts, involving the supply of computer equipment, i.e. desktop computers, with the value of the order of each of these contracts, not less than 100 000,00 PLN gross (a hundred thousand PLN 00/100).
Note: Where the value of the contract is expressed in a currency other than PLN, The contractor shall be obliged to convert it to PLN on the basis of the average exchange rate of the currency published by the NBP (as shown in Table A of the Exchange Rates of Foreign Exchange) on the day of publication of this contract in the Official Journal of the European Union.
If the publication of a contract notice in the Official Journal of the European Union occurs on the day when the NBP does not publish the average rate table, the rate from the average rate table, published on the next day following the publication of the contract notice in the Official Journal of the European Union, shall be adopted.
