What the buyer wants

The aim of the project is to implement the new framework taking into account the current institutional, operational and technological developments, the proper implementation of the institutional framework with emphasis on the General Data Protection Regulation (GDPR) and the best use of the information of the Diarygia with an architecture based on data and secondary documents. The project aims to increase the efficiency and productivity of public services by enriching the applications of the Inter-Health Programme, complementing collaborative drafting and management functionality of documents to be posted on the basis of standardized documents and data structures, and also to attribute added value to the Programme by utilizing and enriching the information gathered in it with other sources of information in order to create a system of reference and other complementary applications and solutions. The new system will allow monitoring of the operation and organizational structure of the public administration in conjunction with information related to the responsibilities of the bodies in the context of multi-level governance and staff as recorded in the Register of Human Resources of the Greek State. The aim is to provide objective information on the implementation of the National Administrative Procedures Policy and the priorisation of the actions of the National Process Simplification Programme. To this end, care has been taken to significantly enhance its interoperability with third public sector systems to disseminate information without necessarily interfering with the end user. In addition, it will be possible to capture groups of data with specific characteristics that enhance transparency at the monitoring/evaluation level by the general common indicators related to, for example, the operation and structure of the Public Administration and/or economic size (public sharing). To this end, other sources and publicly available data will be used to support monitoring and action of operators and to support decision-making. The solution will include the creation of a system of proper (and as full as possible by sector) structured collection and processing of data from various sources of public data and then making them available to the general public. Indicative examples of sources are the data of the systems under development for GOV ERP, HRMS, the Register of Organizations of the Civil Society, ESIDES, KEMDIS. A distinct subsystem will be developed to further exploit and export specialised reports to monitor the structure, operation and action of the public administration as well as to monitor expenditure and supplies and support the decision-making process. The system will be extended to add new sources resulting from other actions. Improvements will also be made in the context of the action in relation to localised problems related to the management of the very large volume of documents gathered by Diygia at a strong growth rate which led to the necessary shift of infrastructure into public cloud computing services. In this context, advanced services provided by public computing clouds will be better exploited in order to ensure the uninterrupted provision of services and to monitor their provision at the lowest possible cost.

The action taking into account the life cycle of administrative documents posted will respond to challenges such as cleaning multiple copies of the same documents, exporting all information in data form and optimising the quality of the Trans-Health metadata as well as the automatic publication of important data sets in the central open public data repository www.data.gov.gr. The project also aims to adopt a new architecture that will allow the drastic reduction, by at least 65%, of the required storage space and computing resources while ensuring the proper functioning of the system. Economic operators participating in the procedure for the conclusion of the present contract are required to perform an activity related to the subject matter of the contract. Economic operators established in a Member State of the European Union are required to be registered in one of the professional or trade registers maintained in their country of establishment or to satisfy any other requirement set out in Annex XI of Appendix A of Law 4412/2016. If economic operators are required to possess a special authorization or to be members of a specific organization to be able to provide the relevant service in their country of origin, the contracting authority may require them to prove that they possess such authorization or are members of such organization, or invite them to make a sworn declaration before a notary public regarding the exercise of the specific profession. In the case of economic operators established in a European Economic Area (EEA) Member State or in third countries that have ratified the GPA, or in third countries not covered by the preceding case and having concluded bilateral or multilateral agreements with the Union on public procurement procedures, they are required to be registered in corresponding professional registers. Economic operators established in Greece must be registered in the competent professional register, provided that, under the applicable legislation, their registration is required for the service to be awarded. In the case of an association of economic operators, the above requirement must be met by each individual member of the association. [para. 2.2.4 of the Tender Documents].

Regarding economic and financial standing for this procurement procedure, economic operators participating in this procurement procedure are required to have: • an average general annual turnover for the last three (3) financial years or the financial years during which the economic operator has been active, if fewer than three (2023-2024-2025), at least equal to one hundred percent (100%) of the estimated value of the contract to be awarded, excluding VAT and excluding the estimated value of options. In the case of an association of economic operators, the above requirements are met cumulatively by the members of the association. [para. 2.2.5 of the Call for Tenders].

Technical Capacity Economic operators participating in this procurement procedure are required to possess suitably documented and proven professional capacity in the implementation of projects of similar size and complexity to the Project under award. Specifically, within the last three (3)* years and up to the deadline for the submission of tenders herein, they are required to have successfully completed, or participated with a share equal to or greater than 50% (in cases where they participated as members of an association of companies) in: 1. two (2) or more completed service contracts, which individually or in combination cumulatively cover all of the following fields: • Design and Development/maintenance of an online Integrated Information System operating on public or private government cloud infrastructure, • Development of an online Integrated Information System in which financial and administrative data are generated and maintained, used by individual subsystems (Financial and Human Resources Management and Administrative Functions) for generating administrative acts and automated uploading and downloading to/from the Diavgeia system, • Utilization of open data / Provision of open Data via API, • Interoperability with third-party systems, • Reporting and business intelligence. At least one (1) contract from the above-mentioned relevant contracts must concern an information system managing more than 500,000 documents per year, given that more than 5,500,000 documents are uploaded annually to the Diavgeia system. At least one (1) contract from the above-mentioned relevant contracts must have a contract price, excluding VAT, at least equal to fifteen percent (15%) of the estimated value (excluding VAT) of the Contract under award, not including options, i.e., six hundred thousand euros (€600,000.00). (In case the project was implemented as a member of an association/consortium, only the price corresponding to the participation percentage shall be taken into account.) 2. At least one (1) contract covering the following fields: • web content aggregation combined with big data analytics, • data extraction using machine learning and/or artificial intelligence algorithms. 3. At least one (1) contract having as its primary or non-exclusive subject the migration/relocation of an information system of similar size and complexity to the present one to a public government cloud computing environment (e.g., Microsoft Azure Cloud or Oracle Cloud Infrastructure), ensuring high system availability and responsiveness. In the case of an association/consortium of economic operators, the above requirements may be fulfilled cumulatively by the members of the association. *To ensure a satisfactory level of competition, details of contracts implemented prior to the last three years and not exceeding five (5) years from the date of the tender procedure may also be taken into account. Professional Capacity – Project Team Economic operators participating in this procurement procedure are required to have a Project Team with personnel sufficient in number and skills for the effective execution of this contract, which must consist, on penalty of exclusion, of at least personnel with the skills mentioned in paragraph 2.2.6.2 of the Tender Document.
