What the buyer wants

The subject of the contract for Lot No. 1 comprises the implementation of the following activity: Security through security alarm systems (СОТ), owned by the Contracting Authority, in the administrative building of the Central Administration of the National Revenue Agency (NRA), located at the address: Sofia, 52 Knyaz Al. Dondukov Blvd., consisting of seven floors.

In executing the contract, the Contractor is obliged to perform qualitatively and on time all necessary activities for guarding the site with СОТ at the administrative building of the Central Administration of the NRA, located in Sofia, 52 Knyaz Al. Dondukov Blvd., with a view to ensuring protection against criminal trespass against the property located in the guarded site and unlawful trespass by third parties on the site, including:

  1. Providing at its own expense the necessary equipment - a radio transmitter, etc., required for transmitting the signal from the building's system to its monitoring center, as well as panic buttons.
  2. If necessary, the selected contractor will provide instructions to the Contracting Authority on additional fortification of the guarded site, technical improvement of the security facilities, or the elimination of other factors that hinder the security of the site.
  3. Receiving incoming alarm signals from the Contracting Authority at the monitoring center(s).
  4. Maintaining the specified monitoring center(s) for the entire duration of the contract, notifying the Contracting Authority immediately in writing of any change.
  5. Monitoring, recording, and dispatching response teams to signals from the СОТ at the guarded site in accordance with Art. 19, Para. 4 of the Private Security Activities Act (PSAA).
  6. Upon receiving an alarm signal from the guarded site, committing to ensure a response time of up to 5 (five) minutes from the moment the signal is received at the monitoring center, ensuring the arrival of a patrol on site to verify the signal and counter any potential intrusion into the site.
  7. Ensuring the control of actions of the duty operators, patrols, and signals sent from the guarded site.
  8. Establishing the circumstances of any unlawful trespass committed at the guarded site by means of an explicit, bilaterally signed statement of findings.
  9. In the event of an untimely response to a СОТ signal at the site resulting in theft or another criminal offense against the guarded site and damage caused, the Contractor shall be liable to compensate the Contracting Authority in the amount of the actual damages suffered, reimbursing the damage in full.
  10. The Contractor must maintain the confidentiality of Confidential Information, protect and not disclose to third parties tax and social security information, personal data, and other legally protected information, as well as internal rules, procedures, organization, structure, operating procedures, communications, networks, and information systems of the NRA that have become known to it in the performance of the public procurement contract, without the express prior written consent of the Contracting Authority, except in cases where the Contractor is required by law to do so, providing a standard declaration to this effect prior to signing the contract.The Contractor is obliged to ensure compliance with this requirement also with respect to the persons engaged by it in the performance of the contract, including third parties to whom it has subcontracted activities.The persons representing the contractor shall sign and submit standard declarations on information protection, including the persons who will perform activities under the contract, prior to commencing the activity for which they have been recruited.     Предметът на поръчката за обособена позиция № 2 включва осъществяване на следните дейности: 1.1. Техническо обслужване и ремонт, включващо цялостното поддържане на сигнално-охранителната техника, собственост на Възложителя в изправност. Извършва се след писмена заявка на Възложителя, за всеки отделен случай и включва извършване на всички дейности, осигуряващи техническата ѝ изправност с цел надеждното, качествено и безотказно функциониране, съгласно предписанията на производителя и изискванията на Възложителя, а именно: - Извършване на преглед, контрол и задействане /тестване/ на монтираните обемни, акустични и други датчици; - Авариен и текущ ремонт на контролните панели; - Външен оглед на възлите и инсталациите; - Проверка изправността на изнесените сигнализатори за тревога /сирени, алармени звънци и клавиатури/; - Проверка работата на системата в буферен режим или аварийно захранване; - Извършване на пълен технически преглед; - Преместване на сигнално-охранителната техника или част от нея – при необходимост; - Ремонт на системите – при необходимост. Ремонтните действия включват отстраняване на открити неизправности и аварии, констатирани от Изпълнителя при проверките и обслужването или по сигнал на Възложителя /авариен ремонт/, включително и подмяна на дефектирали части. 1.2. Изпълнителят следва да осигурява всички резервни части, материали и консумативи, необходими за поддръжката и експлоатацията на системите и да поема гаранция за извършените ремонтни работи и вложените резервни части, като в течение на гаранционния срок извършва отново за своя сметка некачествено извършена работа, подменя некачествените компоненти и отстранява за своя сметка повредите, възникнали в резултат на некачествено изпълнение, в срок не по-дълъг от 24 часа от констатирането им. Описание на СОТ в сграда на ЦУ на НАП, находяща се в гр. София, бул. „Княз Ал. Дондуков” № 52 е подробно направено в техническите спецификации на поръчката. Плащанията ще се извършват от ЦУ на НАП по банков път, след изпълнението на конкретната услуга по конкретната заявка, в срок до 30 (тридесет) календарни дни след представяне на координатора по договора на следните документи:фактура в оригинал;заявка и приемо-предавателен протокол за извършените и приети технически обслужвания или ремонтни дейности, подписан от координаторите по изпълнението на договора от страна на Възложителя и на Изпълнителя, с посочване на вида и количеството на вложените части, материали и консумативи, както и вложения труд при извършване на дейностите в човекочасове;заверено копие на фактура за закупените от Изпълнителя резервни части, материали и консумативи, вложени при обслужването и/или ремонта на сигнално-охранителна техника (СОТ), собственост на Възложителя. Стойността на вложения труд при извършване на техническото обслужване или ремонт се определя на базата на реално употребеното време за извършване на техническото обслужване и съответните ремонтни дейности. Времето се отразява във фактурата и протокола. Времето за калкулиране на дейностите се равнява на реално употребеното време за вложения труд при извършване на дейностите в човекочасове. The participants should hold: - a valid License under the Law on Private Security Activity (ICD) for carrying out a private security activity, including a signal-security activity "Art. 5, para 1, item 3 of the ICD or certificate under the Order under Art. 2, para 4 of the ICD, valid for the operation of the activity in the territory of Sofia City, and - Permission to use an individually assigned limited resource for carrying out electronic communications under the Law on Electronic Communications and/or a contract for communication services, according to Art. 17, para 2 of the ICPA.

The declaration of compliance with that , is carried out by submitting the information about them in Part IV, Section Information on the licence/certification and the authorisation to use an individually assigned limited resource/communication service contract should include: number and date of the document concerned, issuer (if applicable), period of validity (if applicable).

If the relevant documents are available in electronic format, participants may indicate a web address, body or service issuing the document and a precise reference to the document.

Participants shall have completed in the last 3 /three/ years from the date of submission of the tender, at least 1 /one/ service with an object identical or similar to the subject matter of the current contract. As a A declaration of the existence of the contract performance experience required by the contracting authority shall be made by submitting a list of services performed in the last 3 (three) years from the date of submission of the tender.

The list shall be provided by filling in the information in Section C of Part IV of the European EEDOP Framework, Section C of the EEDOP Framework and shall contain: a description of the activities carried out, value excluding VAT, period of execution (a starting date and end date of execution) and beneficiaries/users/, whether public or private.

The participants, on the grounds of Art. 63, para 1, item 8 of the Public Procurement Act, should be able to provide a minimum of 1 (one) 24-hour dispatch centre, for communication and coordination with the protected sites and patrols covering the territory of Sofia. The presence of a 24-hour duty centre for communication and coordination with the guarded sites and patrols allows for visualization, identification of the exact location of the incoming SOT alert and immediate action to ensure a patrol on the ground, to check the signal and to counter any intrusion into the site, preventing damage. The declaration of compliance shall be carried out by filling in the information in Section C of Part IV: .

The participants, on the basis of Art. 63, para 1, item 8 of the Public Procurement Act, should have motor vehicles to carry out the order in the response part when receiving an alarm from the protected sites the participant should have a minimum of 2 (two) motor vehicles. A statement of compliance shall be made by providing information on the number of the participants that the participant will use in the performance of the contract and their data - type, mark. The information is presented by completing it in Section C of Part IV: .

Participants shall have completed in the last 3 /three/ years from the date of submission of the tender, at least 1 /one/ service with an object identical or similar to the subject matter of the current contract. The contracting authority shall accept the performance of maintenance, repair and maintenance activities as a reference or as a reference to the subject of this contract.
