How to demonstrate compliance with the requirement: The economic operator (OE) will be limited to completing field α (alpha) in DUAE - an overall indication for all selection criteria.
The DUAE will be completed by the tenderer / associate to the selection criteria section, point A: Global indication for all selection criteria, where the text will be displayed: "As regards the selection criteria, the AC shall require the OE to declare that this APPLYING ALL SELECTION CRITERIA INDICTED IN THE RELEVANT ANNOUNCER OR IN THE DOCUMENTS REFERRED TO IN ANNOUNCE" by selecting one of the YES or NO options without having to complete any other section of Part IV.
The supporting documents which will prove the fulfilment of those assumed by the completion of the DUAE, that is, the finding certificate issued by the National Office of the Trade Registry or, for foreign legal persons, the edifying documents proving a form of registration as a legal person or of registration / attestation or professional membership in the country where the tenderer is resident, shall be submitted, at the request of the contracting authority, only by the highest bidder in the intermediate ranking. Documents issued in a language other than Romanian will be submitted together with their authorized translation into Romanian.

The supporting documents demonstrating the fulfilment of those assumed by the completion of the DUAE are, in accordance with Article 177, paragraph (1) of Law No 98 / 2016 on public procurement, with subsequent amendments and additions: bank statements or extracts / financial statements or extracts from financial statements / declaration on the total turnover of the economic operator.

The supporting documents which will prove the fulfilment of those assumed by the completion of the DUAE shall be: certificates / documents issued or countersigned by contracting authorities or private customers, recipients of the services provided, such as oral reception procedures, recommendations, statement certificates or any other equivalent edifying documents attesting to the actual provision of the services specified in the DUAE, whose value, without VAT, is at least equal to the minimum required value threshold.
In order to demonstrate its capacity to provide, the tenderer must demonstrate that these services have been received. Documents issued in a language other than Romanian will be accompanied by certified translations in Romanian.
Where the tenderer demonstrates the fulfilment of the minimum requirement for similar experience by invoking the support granted by another person, as provided for in Article 182 of Law No 98 / 2016, as amended and supplemented thereafter, he shall be deemed to be qualified if the supporting third party demonstrates the fulfilment of the minimum requirement required by the submission of the relevant documents.
At the same time, in this case, it is mandatory to present the firm commitment of the respective supporter, as well as the documents submitted to the tenderer by the supporting third party, resulting in the effective way in which the supporting third party will ensure that its own support commitment is fulfilled, which will be annexed to that commitment.
Where the tenderer is a group of economic operators, the minimum requirement for similar experience shall be demonstrated by taking into account the resources of all members of the group.
If the group of economic operators demonstrates the fulfilment of the minimum requirement for similar experience by invoking the support granted by a third party, the manner in which the requirement is met shall be similar to that of the abovementioned individual offer, with the indication that the support will be granted to the association and not to one of the members.
The term "similar services' means services provided by the economic operator in the field of software development or computer platform / computer system where the tenderer has used technologies similar to those required by the specification.
The same experience required concerns types of services of complexity comparable to those covered by the contract to be awarded, using a general description of the area in which it falls, ensuring that the tenderer is able to understand the requirements of the contracting authority.
Method of delivery: Information on the part of the contract that the tenderer may intend to subcontract will be submitted. Subcontracting agreement, if applicable, will be submitted with the offer. Where the tenderer intends to subcontract part / parts of the contract, it will be demonstrated that the capacity criteria are met and that the exclusion grounds provided for in Articles 164, 165 and 167 of Law 98 / 2016 on public procurement and for the subcontractor are not met.
Where the tenderer relies on the subcontractor's capacities to meet the minimum requirements for economic and financial capacity and / or technical and / or professional capacity, it shall be deemed to be qualified if the subcontractor demonstrates that the minimum requirements required by the submission of the relevant documents are met.

Punctajul se acordă astfel: a) Pentru o perioadă de garanție și suport tehnic pentru întreaga Platformă Națională Integrată de Trasabilitate și Control al Deșeurilor Medicale - (PNITCDM) de 72 luni se acordă 5 puncte. b) Pentru o perioadă de garanție și suport tehnic pentru întreaga Platformă Națională Integrată de Trasabilitate și Control al Deșeurilor Medicale - (PNITCDM) de 84 luni se acordă punctajul maxim, respectiv 10 puncte. Mentiuni: - Nu se acorda punctaj intermediar pentru intervale mai mici de 12 luni. - Pentru perioada minimă de garanție și suport tehnic pentru întreaga Platformă Națională Integrată de Trasabilitate și Control al Deșeurilor Medicale - (PNITCDM) solicitată prin caietul de sarcini, 60 luni, nu se acordă punctaj, ofertele fiind declarate conforme. - Ofertele care prezinta o perioadă de garanție și suport tehnic pentru întreaga Platformă Națională Integrată de Trasabilitate și Control al Deșeurilor Medicale - (PNITCDM) mai mică de 60 luni vor fi declarate neconforme. - Ofertele care prezinta o perioadă de garanție și suport tehnic pentru întreaga Platformă Națională Integrată de Trasabilitate și Control al Deșeurilor Medicale - (PNITCDM) mai mare de 84 luni nu vor fi punctate suplimentar, ci vor primi punctajul maxim alocat acestui factor de evaluare, respectiv 10 puncte.
