By means of suitable proof, confirm that your company meets the requirements for quality management comparable to DIN EN ISO 9001:2015 and submit this with the offer.

• self-declaration with description of the QM system, if no certificate is available The Procurement Office reserves the right to request a description of the quality management system in the absence of certification.

Present your performance for the contract subject "Specific IT Project Management for the Information Technology Center Bund" as well as your relevant experience on the basis of three references. For the references, the template "References form" can be used, which must be submitted with the offer. Please use the template several times if necessary. Alternatively, you can submit a self-created reference list if the information required in this form is clearly displayed. For each reference, the following information must be provided:

• Project name and short project description: A concise short description of the project objective, the project organization and the scope of services in the context of IT project management.
• Description of the services performed: Detailed information on the services provided by the bidder, in particular: Used methods and process models: Name the exactly applied process models (e.g. classical according to V-model XT / V-model XT Bund, agile according to Scrum/Kanban or hybrid procedures). o Project management and collaboration tools used: Name the tools used (e.g. Microsoft Project, Atlassian Jira & Confluence, SAP PPM, SAP Solution Manager, ARIS or BI/Reporting tools such as Tableau or SAP Analytics. o Type of services provided: Describe exactly which roles and tasks have been performed (e.g. project management/project management, project support/PMO, multi-project or portfolio management, project risk management, committee and reporting, work package management). o Interface coordination and cross-sectional tasks: Describe the coordination of interfaces to specialist roles (e.g. IT security, data protection, IT operation/ITIL, architecture, accessibility/ergonomics).
• Value/extent of the contract: total contract value (net) of the project or of the part of the service provided by the bidder in euros and the number of person days (minimum requirement: ≥300 PT).
• Period of service provision: Exact start and end date of service provision (MM/YYYY - MM/YYYY).
• Indicate the competent contact point at the client of the reference: o Full name of the company/organisation o Name and position of the contact person at the reference provider o Direct telephone number of the contact person o Email address of the contact person Additional requirements for the nominated references: time limit: The references must not be older than three years (the relevant date is the full termination of the service provision - until the date of publication of the contract notice).Minimum duration: the reference project must include a minimum duration of at least nine (9) months (to exclude short-term peaks without sustainable PM accompaniment). The following minimum content requirements are imposed on the references to be named (per reference):
• Minimum scope: The reference shall demonstrate a power range of at least 300 PT in the relevant power range.
• Core performance IT project management: proof of self-responsible assumption or significant operational support in the management, control, planning and control of IT projects or programs (including resource planning, appointment monitoring, reporting and committee work).
• Use of tools: Proof of active use of industry-standard project management and collaboration tools (e.g. MS Project, Jira, Confluence, SAP PPM or comparable PM/BI tools). Note: Due to the restriction on the number of characters, please refer to further requirements from the information field "References to specific deliveries".

In addition, at least two (2) of the following four (4) elective modules must be proven for each reference: 1. PRINCE2/IPMA and/or agile according to Scrum, Kanban, SAFe. Agile or hybrid transition: control or methodical support of an agile or hybrid approach in a formerly classic project environment. Risk management and reporting: Establishment, implementation and maintenance of structured project risk management and/or preparation of decision-relevant status reports and key figures for the steering level.

Interface coordination on cross-cutting topics: coordination and consideration of at least one project-related cross-cutting topic: IT security (e.g. BSI IT-Grundschutz, ISO 27001), data protection (GDPR), IT operational concepts (ITIL), accessibility (BITV 2.0) or software/system architecture (e.g. ARC42). All four (4) elective modules (1-4) must be covered at least once in total (i.e. distributed over the three submitted references). Formal notes and regulations Only three references are required.

You are free to name further references. Since the exchange of an erroneous reference by a conditional reference submitted after the deadline is not possible and in the corresponding cases entails the exclusion of the tenderer, the Procurement Office of the BMI recommends that a list of further references considered as conditional be submitted. The BMI Procurement Office reserves the right to verify the references provided.

Information which does not withstand verification may lead to exclusion from the award procedure. If you are unable to provide the information requested for legitimate reasons of confidentiality, please inform the Procurement Office of these reasons and provide other appropriate proof of technical and professional capacity. The Procurement Office of the BMI then decides, at its due discretion, on the recognition of the alternative proof.

If you are uncertain about this, please contact the Procurement Office of the BMI in good time before the expiry of the participation or offer period in the form of an applicant/tenderer question. Asking and teaching another (more suitable) Evidence is no longer possible after the closing date for procurement reasons. Please note in any case that you can also specify margins for a minimum requirement of the value of the order (e.g. > €100,000 or between €100,000 and €200,000.

For the purpose of proving economic and financial capacity, the annual turnover (net) in the relevant field of activity of the lot offered for the last three (3) completed financial years shall be given. The relevant area of activity is:

• For lots 1, 2, 4 and 5: IT project management, IT project management, IT consultancy or software development/IT operational support.
• For lots 3 and 6: multi-project management, programme, portfolio management or (overarching) project risk management. The required minimum turnover per year in the relevant field of activity in the last three closed financial years in relation to the respective lot offered is:
• For lots 1, 2, 4 and 5: at least 5.000.000.00 EUR (net) per financial year,
• For lots 3 and 6: at least 2.000.000.00 EUR (net) per financial year. For proof, please fill in the document "Company figures" and submit it with your offer via the allocation platform. Alternatively, please send a self-declaration in the form of a self-created list, which shows the respective annual values of the last three closed financial years before the closing date for receipt of offers. Regulations for associations of bidders and suitability lending:
• associations of bidders: In the case of groups of bidders, the turnover of the members is added cumulatively. Please send a clearly assignable self-declaration for each member of the bidding community (e.g. completed form "Company figures" or self-created list). The sum of the transactions shall be equal to the minimum turnover required for each lot.
• Eligibility loan: If a bidder relies on the capacities of other companies to prove economic and financial performance (eligibility loan according to § 47 VgV), the corresponding turnover is added up. This is conditional on the submission of a legally binding declaration of commitment by the qualifying grantor and its turnover data for the last three financial years.If you are not able to provide the documents for legitimate reasons, you inform the Procurement Office of the BMI of these reasons and provide another suitable proof of economic and financial performance (§ 45 para 5 VgV).
