SUPPLY AND IMPLEMENTATION OF SERVERS AND DATA STORAGE SYSTEMS FOR BUILDING HIGH AVAILABILITY VIRTUALIZATION INFRASTRUCTURE BETWEEN TWO DATA CENTERS FOR THE NEEDS OF THE SUPREME ADMINISTRATIVE COURT

The participant should have achieved a minimum turnover in the field covered by the contract calculated on the basis of the annual turnovers for the last three completed financial years, depending on the date of establishment or beginning of its activity, according to Art. 61, para 1, item 1 and Art. 62, para 3 of the Public Procurement Act. Minimum level: turnover in the area covered by the contract of not less than 750 000 (seven hundred and fifty thousand) euro for the last three completed financial years, total.

The area covered by the contract (§ 2, item 67 of the RD of the RD of the RC) is defined as a turnover realised by the delivery and deployment of server equipment and/or data storage systems and/or virtualization software. In the case of a merger, the requirement applies to the merger as a whole; in the case of subcontractors and third parties, the type and proportion of the contract to be executed.

For foreign persons, the turnover shall be calculated at the official rate of BNB at the date of submission of the tender. Compliance shall be declared in the EEDOP, Part IV In the cases referred to in Art. 67, para 5 and Art. 112, para 1, item 2 of the Public Procurement Act are presented the annual financial statements or their components and/or reference to the turnover in the sphere.

3.3.1.

The participant should have carried out activities with an object and volume identical or similar to those of the contract for the last 3 (three) years from the date of submission of the tender (Art. 63, para 1, item 1, b. Minimum level: minimum 1 (one) successfully implemented activity involving the deployment of a high availability virtualisation cluster between two data centres (extended cluster / metro cluster with synchronised data replication) and the delivery and deployment of server equipment and/or data storage systems and/or virtualization software.

A successful activity is understood as one which, irrespective of the date of its award, has ended in that period. 3.3.1.2. Conformity shall be declared in the EEDOP, Part IV, Section C, with an indication of the object, value, date and recipient of each activity and of the public register where the information is available, if any.

In the cases referred to in Art. 67, para 5 and Art. 112, para 1, item 2 of the Public Procurement Act, a list of activities with evidence of the supplies/services carried out shall be provided.

3.3.2. The participant should have professional competence for the performance of the order (Art. 63, para 1, item 5 of the Public Procurement Act): a minimum of 1 (one) specialist with a certificate of administration of the virtualization platform (VMware Certified Professional Done at EEDOP, Part IV, Section C.

3.3.3. Participants should apply standards for quality management, information security and IT services (Art. 63, para 1, item 10 of the Public Procurement Act): 3.3.3.1.

Minimum level: certified quality management system EN ISO 9001:xx or equivalent; safety management system EN ISO/IEC 27001:xxx or equivalent; integrity management system ISO 27701:xxx or equivalent; IT management system EN ISO/IEC 20000-1:xx or equivalent; Business continuity management system ISO 22301:xxxxx or equivalent; IT management system EN ISO/IEC 20000-1:xxxx or equivalent; Business continuity management system ISO 22301:xxxx or equivalent all with a range similar to the subject of the order, i.e. including delivery, deployment and/or maintenance of server equipment and data storage systems or equivalents. 3.3.3.2.

The certificates shall be valid and issued by independent persons accredited under the relevant series of European standards by the IA "Bulgarian accreditation service" or by another national accreditation body, party to the multilateral agreement on mutual recognition of the European accreditation organisation, or comply with the recognition requirements under Article 5a (2) of the National accreditation of conformity assessment bodies.

The contracting authority shall accept equivalent certificates issued by bodies established in other Member States and other evidence of equivalent measures under the conditions of Art. 64, para. 6 Conformity shall be declared in EEDOP, Part IV, Section D, with an indication of the type, scope, validity period, number and issuer of the certificate. In the cases referred to in Art. 67, para 5 and Art. 112, para 1, item 2 of the Public Procurement Act, certified copies of the certificates shall be presented.

The participant designated as the Executive Director shall maintain the validity of the certificates throughout the life of the contract, including during the guarantee period.
