Przedmiotem zamówienia jest dostawa komputerów przenośnych (laptopów) klasy biznesowej dla Komendy Wojewódzkiej Państwowej Straży Pożarnej w Toruniu. Niniejsze postępowanie zostało podzielone na 2 części: Część A – dostawa komputerów przenośnych (laptopów) klasy biznesowej – 20 sztuk; Część B – dostawa komputerów przenośnych (laptopów) klasy biznesowej – 20 sztuk. Szczegółowy opis poszczególnych części zamówienia zawierają odpowiednio dla każdej części zamówienia załącznik nr 1 – opis przedmiotu zamówienia, a szczegółowe warunki realizacji załącznik nr 4 – projekt umowy. W przypadku posiadania środków finansowych Zamawiający może skorzystać z prawa opcji (maks. 20 sztuk w każdej części zamówienia).

O udzielenie zamówienia mogą się ubiegać Wykonawcy, którzy:
- nie podlegają wykluczeniu na zasadach określonych w rozdziale X;
- spełniają warunki udziału w postępowaniu określone przez Zamawiającego w ogłoszeniu o zamówieniu i niniejszej SWZ. O udzielenie zamówienia mogą ubiegać się Wykonawcy, którzy spełniają warunki dotyczące:
- zdolności do występowania w obrocie gospodarczym: Zamawiający nie stawia warunku w tym zakresie.
- uprawnień do prowadzenia określonej działalności gospodarczej lub zawodowej, o ile wynika to z odrębnych przepisów: Zamawiający nie stawia warunku w tym zakresie.
- sytuacji ekonomicznej lub finansowej: Zamawiający nie stawia warunku w powyższym zakresie.
- zdolności technicznej lub zawodowej: Część A i B – Wykonawca spełni warunek jeżeli wykaże, że dostarczył minimum 10 sztuk komputerów stacjonarnych lub przenośnych (laptopów) dla każdej części zamówienia. Wzór oświadczenia o wykazie dostaw – załącznik nr 7 do SWZ. Wykonawca złoży oświadczenie o spełnieniu warunków w trybie art. 125 ust. 1 Pzp – załącznik nr 3 do SWZ

- Do oferty (formularz ofertowy - załącznik nr 2 do SWZ - zaznaczyć której części zamówienia dotyczy) Wykonawca zobowiązany jest dołączyć wypełnione, aktualne na dzień składania ofert wstępne oświadczenie o spełnianiu warunków udziału w postępowaniu oraz o braku podstaw do wykluczenia z postępowania - załącznik nr 3 do SWZ (zaznaczyć której części zamówienia dotyczy załącznik) oraz podpisany załącznik nr 1 do SWZ – OPZ (jednakowy dla każdej części zamówienia), oświadczenia – załącznik nr 9 (jeżeli dotyczy) i oświadczenie – załącznik 10 (każdy Wykonawca) do SWZ.Wykonawca składa powyższe oświadczenia pod rygorem nieważności w formie elektronicznej lub w postaci elektronicznej opatrzonej kwalifikowanym podpisem elektronicznym lub w postaci elektronicznej opatrzonej podpisem zaufanym lub podpisem osobistym.
- Informacje zawarte w oświadczeniu, o którym mowa w pkt. 1 stanowią wstępne potwierdzenie, że Wykonawca nie podlega wykluczeniu oraz spełnia warunki udziału w postępowaniu.
- W przypadku wspólnego ubiegania się o zamówienie przez Wykonawców oświadczenie, o którym mowa ust. 2 – załącznik nr 3 do SWZ - składa każdy z Wykonawców.
- Wykonawca, w przypadku polegania na zdolnościach lub sytuacji podmiotów udostępniających zasoby, przedstawia, wraz formularzem ofertowym oświadczenie podmiotu udostępniającego zasoby (wzór – załącznik nr 6 do SWZ), potwierdzające brak podstaw wykluczenia tego podmiotu oraz spełnianie warunków udziału w postępowaniu w zakresie, w jakim Wykonawca powołuje się na jego zasoby oraz oświadczenie podmiotu udostępniającego zasoby dotyczące przesłanek wykluczenia z art. 7 ust. 1 ustawy o szczególnych rozwiązaniach w zakresie przeciwdziałania wspieraniu agresji na Ukrainę oraz służących ochronie bezpieczeństwa narodowego składanego na podstawie art. 125 ust. 5 Pzp zgodnie ze wzorem – załącznik nr 9 do SWZ.
- Do dokumentów i oświadczeń wymienionych w pkt. 1 - 4 Wykonawca wraz z ofertą zobowiązany jest złożyć również: -pełnomocnictwo w formie zgodnej z wymaganiami określonymi w rozdz. XVIII jeżeli ustanowiono pełnomocnika oraz wypis z KRS w celu weryfikacji prawidłowości ustanowienia pełnomocnika, -oświadczenie dotyczące utajnienia informacji – załącznik nr 5 do SWZ (jeżeli dotyczy).
