The participant should have carried out an activity with an object and volume identical to or similar to the subject-matter of the contract for the last 3 (three) years from the date of submission of the tender (Art. 63, para 1, item 1, point 1 (b) of the Public Procurement Act).
For activities similar to the subject-matter and volume of the contract, ICT infrastructure maintenance and administration activities, including maintenance and/or administration of server and network infrastructure, as well as diagnosis, locating and removal of technical devices, systems and configurations, are understood.
Minimum requirement: For the last 3 years from the date of submission of the tender, the participant has completed at least one service with a subject matter identical or similar to the subject-matter of the contract.
The participant shall apply a quality management system under EN ISO 9001:2015 or equivalent. Minimum requirement: The participant should apply a quality management system with a range of activities involving provision of ICT infrastructure administration services .
The participant should have, for the entire duration of the contract, staff and/or management of a minimum of 6 (six) persons meeting the following minimum requirements of the contracting entity: 3.3.1. Team leader Education - professional qualification: Bachelor and/or Master degree in professional field . 7.3.3.2. .
Executive team of minimum 5 (five) specialists - System and/or network administrators who have overall professional competence in the following areas: Proves entirely and only through professional experience. Professional experience: each of the system and/or network administrators should have a minimum of 1 (one) year of professional experience in the field or areas of professional competence for which it is proposed in the team.
When submitting a tender, participants shall declare compliance with this selection criterion only by completing the relevant section in the EEDOP - Part IV: Selection criteria, Section C. The documents can also be requested under the conditions of Art. 67, para. 5 of the Law. If the participant has also designated subcontractors, they shall meet the relevant selection criteria according to the type and proportion of the contract they will perform.

- Участникът, определен за изпълнител, представя преди подписване на договор изискуемите документи съгласно чл. 112, ал. 1, чл. 64, ал. 1, т. 2 и чл. 58, ал. 1 от ЗОП.
- Гаранцията за изпълнение на договора е в размер на 5% (пет процента) от стойността на договора без включен ДДС.
- Гаранцията за изпълнение се предоставя в една от следните форми: а) парична сума; б) банкова гаранция; в) застраховка, която обезпечава изпълнението чрез покритие на отговорността на изпълнителя. Гаранцията по буква “б” и буква “в” може да се предостави от името на изпълнителя за сметка на трето лице - гарант.
- Участникът, определен за изпълнител, избира сам формата на гаранцията за изпълнение. Когато избраният изпълнител е обединение, което не е юридическо лице, всеки от съдружниците в него може да е наредител по банковата гаранция, съответно вносител на сумата по гаранцията или титуляр на застраховката.
- Условията за задържане и освобождаване на гаранцията за изпълнение са уредени в договора за обществена поръчка между Възложителя и Изпълнителя.

Техническата оценка измерва капацитета на участника да осигури надеждност, автоматизация на процесите, бързина при отстраняване на инциденти и устойчиво управление на знанието, надграждайки минималните изисквания на Техническата спецификация (ТС). Техническата оценка се формира като сбор от точките по шест отделни подкритерия: Т = Т1 + Т2 + Т3 + Т4 + Т5 + Т6 Подкритерий Т1: „Осигуряване на непрекъсваемост чрез наличен собствен или нает буферен хардуерен ресурс“ (Максимум 10 точки) Този подкритерий оценява готовността на участника да реагира незабавно при тежък хардуерен срив, като ангажира предварително наличен собствен или нает буферен хардуерен ресурс. • 10 точки: Участникът е декларирал изрично в Техническото си предложение, че разполага и ще поддържа за своя сметка през целия срок на договора наличен собствен или нает буферен хардуерен ресурс, съдържащ минимум следното оборотно оборудване в готовност за експлоатация: 1 бр. сървър, 1 бр. управляем 24-портов комутатор и 1 бр. маршрутизатор. • 0 точки: Участникът не е декларирал поддържането на описания буферен ресурс или е предложил по-малко от описаното по-горе оборудване..
