What the buyer wants

The currently approx. 65,000 PC workstations are equipped with hardware from various manufacturers and, in most cases, with operating systems and office communication software from Microsoft. In addition, centrally hosted applications and services are used, such as a central email platform, portals based on SAP NetWeaver, an information portal implemented using Drupal, and a document management system. Applications are partially operated on the basis of Windows Terminal Servers. With few exceptions, products from Oracle and Microsoft are used as databases. The workstations are embedded in a standardized directory and integrated into a central Exchange system. The published state standards and the HZD standards in their currently valid versions must be bindingly applied to the workflows. These include, in particular, the operational IT service management processes standardized on the basis of ITIL. The tendered services focus on service delivery processes, namely Incident, Problem, Change, and Release Management. Embedded within this framework, the HZD—and specifically the Police Application Management division—provides technical operations for all centralized procedures of the Hessian Police. Due to the high degree of centralization, high availability of the police applications operated centrally by the HZD is of utmost importance for police operations. A large portion of the procedures serves the police in ensuring public safety and order and helps prevent harm to the life and limb of citizens and police officers. Experience in recent years has shown that the introduction of new procedures (from planning to full operational roll-out) and the implementation of major procedure updates or upgrades are carried out most effectively by a team that possesses state-of-the-art software know-how and many years of experience. This demand is also expected for the coming years in an appropriately adapted form. In addition, state-level and federal-level political requirements must increasingly be implemented and integrated. Since the required personnel needs cannot always be covered promptly with sufficient capacity and quality by internal staff, the contracting authority, the State of Hesse, represented by the HZD, intends to conclude a framework agreement with a company pursuant to Section 21 (3) VgV, under which services can be commissioned up to the full operational roll-out of new procedures within the scope of Police Application Management and associated cooperations and ministries. The so-called "POLAS application family" comprises, on the one hand, the state data storage system for police-relevant data and is made available as a browser-based online web application in 24-hour operation. On the other hand, the state data storage system is supplemented by more than 50 sub-procedures. The POLAS application family essentially serves the preventive combatting and prosecution of criminal offenses, enforcement of sentences, danger prevention, and administrative assistance. Specifically, it enables the maintenance and querying of police-relevant personal data, search/wanted, detention, alias, and identification service data, criminal record indexes, person-specific notes, case, property search, and property description data. The POLAS sub-procedure INPOL-Land is a cooperative product of the states of Hesse, Hamburg, Baden-Württemberg, and Brandenburg and is used in whole or in part in many other federal states (so-called "participating states"). The participating states have only very limited co-determination rights and do not participate in the maintenance and further development of the software. The application is highly available and is operated on a hyperconverged virtualization platform in a two-room concept.
