   The contracting entity shall request a tender for the following set of services: • Telecommunications network and related options. A reporter should offer a whole. Subbids are not accepted. Alternative offers shall not be accepted. For details and tender requirements, see Annex 1 to the invitation to tender, which sets out the minimum and quality requirements for the services to be provided. As part of the acquisition, connections to the Supplier are sold to the Fiber Network owned by the Client. The supplier shall indicate the price it pays for the fibre network to Tiema by means of a price attachment. Acquisition is not split up because it is a technical and operational entity, which would represent a significant technical and operational risk to the Region and could significantly impede future access to critical communications. The acquisition complies with the Procurement Act (1397 / 2016). The procedure is a transparent procedure beyond the EU threshold. The tender documents are in Finnish and must be submitted in Finnish. The tenderer must take into account that access to procurement documents is restricted on the basis of Article 69.3 of the Procurement Act: Not all procurement documents may be made available without restriction, directly and in full by electronic means in order to protect the confidentiality of information. The tender documents are accompanied by confidential material (Annex 4 to the invitation to tender - Target list). The procedure for obtaining confidential material is indicated in the contract notice: "Additional information on procurement or part '. Learnpoint ICT Oy acts as a consultant for the acquisition.
