What the buyer wants

Delivery, setup, and commissioning of the central and decentralized system technology of the digital alarm system (e.g. DAG, DAU, switches, software), including system integration, tests, training and conclusion of an EVB-IT service contract for the first 24 months.

Re-establishment of a digital alarm system in the POCSAG standard (2m band) for non-policy security in the district of Emmendingen to replace the analog 5-ton alarm. The object of the procurement is the delivery, construction and commissioning of a comprehensive digital alarm system according to POCSAG standard in the 2m band for BOS organizations in the district of Emmendingen, including migration from the existing analogue 5 tone alarm system, the delivery of terminals as well as maintenance and service services. The present procurement procedure comprises the establishment of 37 digital alarm converter locations in the district area incl. Antenna and lightning protection technology as well as the electrical upgrade of the buildings for these locations. In addition, a total of four digital alarm generators (two permanent installations and two mobile emergency alarm generators) as well as network and IT technology for central system technology will be installed at the Emmendingen Integrated Control Center site. The contract is divided into four lots. Lot 1 comprises the DA system technology, in particular the delivery, assembly, commissioning and configuration of the digital alarm converters and digital alarm generators with subsequent services on the basis of an EVB-IT service contract with a fixed term of 24 months. Lot 2 includes antenna technology and mast construction, i.e. in particular the supply and assembly of antenna masts and lightning protection and earthing components. Lot 3 describes the required electrical work. Lot 4 comprises the procurement of terminals in the form of a shopping cart principle with retrieval by the respective authorized municipalities or municipalities. aid organisations.

    Lieferung, Installation, Konfiguration und Inbetriebnahme von Endgeräten zum Empfang der über die Komponenten des Loses 1 ausgesendeten Alarmmeldungen sowie von Komponenten zur Fernprogrammierung dieser Endgeräte (Server-Client-Struktur) und zentralen Komponenten zur Realisierung einer Rückmeldefunktionalität von und einer zusätzlichen Alarminformation an die Endgeräte über das Mobilfunknetz. Die Beschaffung der Endgeräte erfolgt über eine Rahmenvereinbarung nach dem Warenkorb-Prinzip mit einem Abruf durch die berechtigten Kommunen und Hilfsorganisationen.

1) Preliminary remark - (a) Eligibility shall be demonstrated separately for each member of a group of tenderers. Unless otherwise provided for below, all evidence of suitability must therefore be submitted by each member of a tendering group. A tenderer may rely on other undertakings to prove his suitability, irrespective of the legal nature of the links between him and that undertaking (ownership loan). This possibility exists irrespective of the legal nature of the links between the bidder and the other undertakings. In this case, the awarding authority must demonstrate that the necessary resources will actually be available to the bidder, for example by submitting a corresponding undertaking from that undertaking.
