What the buyer wants
Contracting entities offer, through this tender, the operation, maintenance and marketing of the solution as a reverse tender, Article 162 (4) of the Procurement Act. The marketing includes the websites (https://online efvu.dk /, https://www.hfvuconline.dk /, https://www.euconline.dk / and https://eusonline.dk /) in order to increase interest among relevant target groups and ensure targeted marketing efforts. Since 2017, contracting entities have provided online training.
The offer has included commercial vocational training courses and since August 2025 also includes individual courses. At present, the distribution of annual earnings is about 50% for hf and 50% for EUD. The offer is conducted on a moodle platform (currently version 4.5.11) with a number of self-developed elements and functionalities. The activity in 2026 is expected to amount to about 1,000 year-olds (i.e. full-time pupils) divided into considerably more individual participants.
The instruction shall be conducted both synchronously and asynchronously. The provision of online training will be carried out on the basis of legislation and guidelines of the Ministry of Education, which is in force today, but as the legislator has indicated, will be amended from 2030. This means that part of the training activity that exists today is discontinued by the end of training (eux and hf- individual subjects) and is replaced by new training (e.g. upper secondary subjects).
It is uncertain whether the NEG can offer these training courses after 2030 and also whether they can be offered online. Changes in the content, length, etc. of the other courses can also be expected. From the start of the contract, weekly team start-up is facilitated every Monday on the courses. Contracting entities shall at all times be responsible for the teaching and the administration derived therefrom.
Contracting entities have set the price structure for this contract at DKK 5,000, excluding VAT per year spent on EUD / EUX subjects and DKK 10,000, excluding VAT, per year spent on HFs, cf. point 4.3 of the contract. The price structure of the contract is therefore equivalent to a reverse tender procedure. The remuneration is thus fixed and competition is restricted to the qualitative sub-criteria "Transit '," Quality Management' and "Development 'and" Marketing', as specified in the tender specifications. 5.3.5.
