What the buyer wants
The subject of this call is the provision and operation of central IT infrastructure in the field of Visual Regional Geographies at the Leibniz Institute for Country Studies (IfL). IfL intends to commission consulting, software and hosting providers with the conception, technical implementation and support of central IT infrastructure in the mentioned subject area.
The central goal is (1) the support of all acquisition and development processes related to objects from archive, library and research data management by a uniform digital asset management (DAM) as well as (2) the internal and external use of these and other data assets at IfL by a suitable query, exploration and mediation portal. The infrastructure is permanently established at IfL and is geared towards transfer to research and society.
In particular, processes of digital storytelling must be supported natively in the portal. DAM and portal are isolated from each other by an API gateway that (1) aggregates via different sources (including DAM) and (2) provides the data structured for different use contexts. The project is a central, strategic and cross-departmental project of the IfL.
From the aforementioned needs framework, the IfL forms three branch lots, which are technically advertised individually in three separate procurement procedures, but represent an overall procedure. The lots are designated as follows: LOS 1 - Digital Asset Management (DAM) LOS 2 - API gateway LOS 3 - Web portal The LOSE 2 and 3 have already been awarded. The LOS 1 is advertised as a restricted procedure with participation competition throughout Europe according to the procedure descriptions under point 1.
The framework for participation in procurement procedures is described in point 3 Procedural conditions. The implementation of the required deliveries and services is based on the following milestone plan across lots:
- 10/2026: First requirements workshops with lot 2 and 3, Start development process
- 12/2026: Provision of staging systems with test data of the IfL for lot 2 and 3
- 3/2027 Commissioning of lot 1, second requirements workshop
- 5/2027 Provision of staging systems with test data of the IfL for lot 1
- 8/2027: Completion of interface development, first integration tests
- 11/2027: Completion of integration tests, start load tests
- 3/2028: Completion of test operation (load tests), First delivery of UX work and start of user study (for lot 1 related to the supported workflows)
- 9/2028: Completion of user study, completion of hardening development work, start of training (benefits and operation)
- 12/2028: Launch
