For the last three completed financial years, depending on the date on which it was established or commenced its activity, the candidate must have achieved a minimum turnover in the area covered by the contract**, calculated on the basis of annual turnovers*, in the amount of EUR 1,430,000.00 (in words: one million four hundred and thirty thousand euros). For a participant – a foreign entity, the turnover is calculated according to the official exchange rate of the BNB for the respective currency in euros as of the date of tender submission. * "Annual turnover" within the meaning of § 2, item 66 of the Supplementary Provisions of the Public Procurement Act is the sum of net sales revenues within the meaning of the Accountancy Act. ** "Turnover in the area covered by the contract" within the meaning of § 2, item 67 of the Supplementary Provisions of the Public Procurement Act is an amount equal to the portion of net sales revenues generated from an activity falling within the scope of the public procurement. "Activities falling within the scope of the public procurement" means activities related to the life cycle of information systems development: analysis, modeling, development, integration, implementation, and maintenance. Proof: Pursuant to Art. 158, Para. 1 and 7 of the PPA, upon submitting the application, the candidate proves compliance with the set requirement by submitting evidence of compliance with the selection criterion, namely: 1) the annual financial statements for the last 3 completed financial years or components thereof, when their publication is required under the legislation of the country in which the candidate or participant is established pursuant to Art. 62, Para. 1, Item 3 of the PPA, in conjunction with Art. 106, Para. 1, Item 5 of the RIPPA, in conjunction with Art. 158, Para. 1 and 7 of the PPA, or 2) a statement of turnover in the area covered by the contract for the last 3 completed financial years pursuant to Art. 62, Para. 1, Item 4 of the PPA in conjunction with Art. 106, Para. 1, Item 5 of the RIPPA in conjunction with Art. 158, Para. 1 and 7 of the PPA. Note 1: Pursuant to Art. 62, Para. 2 in conjunction with Art. 158, Para. 1 of the PPA, when for a valid reason a candidate is unable to submit the documents requested by the contracting authority, it may prove its economic and financial standing by means of any other document that the contracting authority considers appropriate. Note 2: When candidates or participants submit evidence relating to periods prior to the introduction of the euro and containing values in BGN, starting from the date of the introduction of the euro, candidates or participants must also indicate the euro value obtained as a result of currency conversion at the fixed exchange rate and in compliance with the rules of the Act on the Introduction of the Euro in the Republic of Bulgaria (AIERB). Annual financial statements are prepared in the currency that is in official circulation in the Republic of Bulgaria at the end of the relevant reporting period. Accounting documents and statements prepared for periods prior to the introduction of the euro remain valid and are subject to recalculation by applying the official fixed exchange rate. This ensures comparability of indicators between the current and previous reporting periods. Pursuant to Art. 48 of the AIERB, current accounting documentation and reporting are carried out in euros, and annual financial statements are drawn up in thousands of euros from the date of introduction of the single currency. The cited provision also regulates the calculation of the value of the assets/liabilities of the company/enterprise. The value of each asset or liability is recalculated from BGN into EUR by dividing the numerical value in BGN by the full numerical value of the official exchange rate (item 4 of Methodological Guideline Ref. According to the provision of Art. 158, para 2, item 3 of the Public Procurement Act, the applicant should have the following documents cumulatively: (a) valid security certificate issued in the name of the applicant under the Law on the Protection of classified information (SICs) up to the level of the Privacy Shield or higher, with validity not less than 5 (five) months from the date of submission of the application for participation, if it is shorter a declaration that the necessary actions will be taken to renew the security certificate. The contracting authority shall recognise a security certificate or equivalent document of access to classified information issued in accordance with the legislation of the Member State where the applicant is established, in the event of an international contract or bilateral agreement for the protection of classified information to which the Republic of Bulgaria is a party. The contracting authority shall recognise the security certificate or equivalent document of access to classified information after a confirmation has been issued by the competent authority as appropriate. Under the terms and conditions of the Classified Information Protection Act, the contracting entity may request the national security authority in the country in which the applicant is established to verify the compliance of the premises or installations that would possibly be used, the production and administrative procedures to be followed, the methods of management of the information and/or the status of staff that may be employed for the performance of the contract; (b) valid permissions for access to classified information (CRCs) with a classification level of The contracting authority shall recognise permissions to access classified information or equivalent issued in accordance with the legislation of the Member State where the applicant is established, in the event of an international agreement or bilateral agreement to protect classified information to which the Republic of Bulgaria is a party. Under the terms and conditions of the Classified Information Protection Act, the contracting authority may request further studies in the Member State concerned. Proof: When submitting the application for participation, the applicant shall demonstrate compliance with the requirement by submitting: (a) a valid security certificate issued in the applicant's name under the Security Protection Act to the level of .

For the last 5 (five) years, calculated from the date of submission of the application, the candidate must have performed at least 1 activity (service) with a subject identical or similar to that of the contract. "Activity (service) with a subject similar to that of the contract" shall be understood as an activity (service) including the development, integration, implementation, and maintenance of a web-based information system implemented using the following technologies: Informix 64 bit or equivalent, or PostgreSQL or equivalent; JBoss or JBoss EAP 6.3 64 bit or higher version, or equivalent; Linux RHEL 6/5 64 bit or higher version, or equivalent; JAVA jdk 1.7.0/64 bit or higher version, or equivalent; Mongodb – version 3.6 or higher version, or equivalent; containerization platform – OpenShift 4.0 or higher version, or equivalent. The performed activity (service) must also include business process modeling and management and/or enterprise architecture modeling using ARIS process modeling software or equivalent. Note 1: A performed activity (service) is considered one whose result has been accepted without objections, regardless of whether the activity (service) is fully completed and/or is under warranty maintenance. Note 2: The Contracting Authority does not impose a requirement regarding the volume of the performed activities/services. Proof: Pursuant to Art. 158, para. 1 and 7 in conjunction with Art. 64, para. 1, item 2 of the PPA, upon submitting the application for participation, the candidate proves compliance with the set requirement by submitting a list under Art. 64, para. 1, item 2 of the PPA of activities (services) that are identical or similar to the subject of the public procurement, specifying the values, dates, and recipients, together with documents proving the performed activity (service). The provision of Art. 158, para. 3 of the PPA establishes that in the cases under Art. 64, para. 1, item 2 of the PPA, the list should cover the last 5 years from the date of application submission. Instruction: The provision of Art. 112, para. 10 of the PPA stipulates that in the cases under Art. 112, para. 9, item 1 of the PPA, prior to concluding the contract, the designated contractor must declare in writing that the submitted documents are up to date.

The candidate must apply a quality management system BDS EN ISO 9001 or equivalent with a scope applicable to the subject of the contract. "Scope applicable to the subject of the contract" refers to activities related to the life cycle of building information systems: analysis, modeling, development, implementation, and maintenance. The certificate must be issued by independent bodies, pursuant to Art. 64, para. 5 in conjunction with Art. 158, para. 1 of the PPA. The Contracting Authority will accept equivalent certificates issued by bodies established in other Member States. Proof: Pursuant to Art. 158, para. 1 and 7 in conjunction with Art. 64, para. 1, item 10 of the PPA, upon submitting the application for participation, the candidate proves compliance with the set requirement by presenting a valid certificate issued by an accredited body certifying the candidate's compliance with the quality management standard BDS EN ISO 9001 or equivalent. The Contracting Authority will accept equivalent certificates issued by bodies established in other Member States. The Contracting Authority also accepts other evidence of equivalent quality assurance measures where a candidate had no access to such certificates or had no possibility of obtaining them within the relevant time limits for reasons beyond its control. In such cases, the candidate must be able to prove that the proposed measures are equivalent to those required. Instruction: The provision of Art. 112, para. 10 of the PPA stipulates that in the cases under Art. 112, para. 9, item 1 of the PPA, prior to concluding the contract, the designated contractor must declare in writing that the submitted documents are up to date.
