Improvement of integration of the Information System for Management and Maintenance of the Public Register under the Law on Responsibility for the Prevention and Elimination of Environmental Damages (IPSDA) including the migration of existing data, with the identified information systems of bodies under Art. 16, para 1 of ZOPOSE

The subject of this order is: "Improvement of integration of the Information System for Management and Maintenance of the Public Register under the Law on Responsibility for the Prevention and Elimination of Environmental Damages (ISPAP) including migration of existing data, with the identified information systems of bodies under Art. 16, para 1 of ZOPOSEH" The main objective of the project is the integration of ISPAPD in ZOPOSE with other information systems (IS), both within the MoEW and external systems supported by other state authorities. Main aspects of the subject-matter of the contract: Analysis of existing information systems: • The project shall include validation of the analysis of the designated information systems of the executive bodies under Art. 16, para. 1 of the ZOPOSER for their integration into ISUPR and their functionalities, which can be integrated with ISUPR under ZOPOSE. This validation of the analysis aims to determine the electronized denominations in these systems, as well as the possibilities for copying and inserting existing data. Integration requirements: • The order covers the definition of architectural and functional requirements for the integration of systems, including automated data exchange between ISPAPD and other registers of administrative bodies, as well as the maintenance of compatibility with information systems outside the MOEW. • Integration of ISPAPD under the Information Systems of the Executive Bodies under Art. 16 of ISPAPD, according to the Ordinance on the Public Register of Operators, which carry out activities under Annex 1 to Art. 3, item 1 of the Law, responsibility for the prevention and removal of environmental damage and Guidelines on the provision of information for entry in the public register of operators carrying out the activities under Annex 1 to Art. 3, item 1 of the ZOPEL, including: • Validating the identified information systems of the executive bodies under Art. 16, para. 1 of ZOPOSEH and their integration into ISUPR under the Data Protection Fund, as well as providing new functionalities for connecting the systems. Improving the public register under the ZOPEL: • The project provides for the modernisation and upgrade of ISUPR under ZOPOSE to ensure centralised access to data and greater interoperability with other systems while maintaining high security of information and removing duplicate data. Service maintenance: • Information will be provided on the maintenance of integrated systems, including renewal and monitoring of their operation. Compliance with regulatory requirements: • The requirements of the contract are in line with the legal framework of the Law on Electronic Governance (EIA) and the regulations of the law, as well as with the business analysis which establishes additional requirements for the implementation of the project. The subject-matter of the contract covers the development and implementation of effective integration of information systems, ensuring interoperability between registers and systems maintained by different authorities of the public administration, and ensuring the proper functioning of ISUPR under ZOPOSE, as required by ZOPOSE. Scope: The objectives described shall be implemented with the following main stages: 1. Data analysis and requirements; 2. Preparation of a system project; 3. Development of software solution; 4. Testing; 5. Implement; 6. Training; 7. Guarantee support. Project activities: Activity 1: Design; Activity 2: Integration/Development.
