Accompanying consulting, architecture, governance, security, audit, and provider management services for the AI compute, development, and integration platform

The University Hospital Frankfurt (UKF) procures a flexible AI compute, development and integration platform in parallel. The platform will be used over 36 months for heterogeneous AI, analysis, development and integration scenarios. For technical management, secure integration into the existing UKF infrastructure, economic use and controlled further development, a consulting partner independent of the compute provider is commissioned.

We are not looking for a pure AI strategy consultant and a staff pool, but a personally working specialist team that technically combines hospital IT, enterprise/campus/data center infrastructures, AI Compute, Cloud/Hybrid, Container/Kubernetes, information security, audit support and provider management. The goal is a repeatable approach from the use-case idea to technical architecture, resource and safety assessment as well as piloting to the decision on scaling, control operation or termination.

The contractor forms the independent technical consulting and control interface between UKF, departments, IT, ISB/DSB, compute providers and other technology and implementation partners. The client carries out the procurement of AI compute platform and “accompanying consulting, architecture, governance, security, audit and provider management services for the AI compute, development and integration platform” in two independent procurement procedures.

The subject of this call for tender is exclusively the procurement of "accompanying consulting, architecture, governance, security, audit and provider control services for the AI compute, development and integration platform". There is a direct technical and economic dependence between the two service areas.

In particular, the recommendations, technical concepts and needs assessments developed within the framework of AI consulting services can have a significant influence on the nature, scope and retrieval of AI compute services. In order to ensure independent, objective and economically neutral advice and to avoid potential conflicts of interest, the contracting authority/entity shall provide for a human and economic separation of contractors from both service areas.

Simultaneous participation of the same economic operator in both procurement procedures is therefore not allowed. This applies mutatis mutandis to associations of bidders and to economically linked undertakings, insofar as an independent provision of services cannot be guaranteed due to their specific links.

By submitting a tender, the tenderer declares that he complies with the abovementioned requirements and that there is no participation in the other procurement procedures which may give rise to an undue conflict of interest. The contracting authority/entity reserves the right to examine possible conflicts of interest in accordance with the procurement principles of transparency, equal treatment and proportionality and to take any necessary measures.

The total price is 100,000.00 EUR gross for the entire contract period. The bidder must guarantee a binding guarantee of at least 56 person days (PT).
