The Helsinki urban environment industry will acquire a production system for the formula, which will be able to produce a station and general formula according to the national design data model and to deliver them to the built environment information system maintained by the Finnish Environment Agency from the beginning of 2029 at the latest.

The acquisition includes access to the software service, maintenance and support as well as a fixed-price deployment project. The bidder must have at his disposal an information security policy and management tools for implementing security. The tenderer shall provide the contracting entity, on request, with a free description of its security management. It shall also be sufficient if the tenderer is certified in one or more of the following security standards or criteria: ISO / IEC 27001 Katakri 2020 SOC 2 Trust Services Criteria FINCSC CIS Critical Security Controls (IG1, IG2 or IG3)

In its service activities related to the subject-matter of the contract, the tenderer must take environmental considerations into account and seek to manage the environmental impact of its service activities. The tenderer shall have an environmental management system, e.g. ISO 14001, or alternatively the candidate shall demonstrate that he takes into account the environmental impact of his service activities.
