What the buyer wants
The dynamic purchasing system (DPS) targets information management and artificial intelligence platforms, licences and expert services. The actual contracts are awarded on the basis of separate invitations to tender by means of intra-DPS tendering procedures, in which the contracting entity specifies and describes its detailed procurement needs.
The acquisition of platforms and licences may include, for example, information management based on commercial software, software access, licences and / or open source software solution. It may also include tools for managing management, data storage automation, integration, analytics and reporting and visualisation. The object of the expert services can be specified in the following areas:
- Knowledge management and AI consultation
- Design and management of knowledge management and management projects
- Design of concepts, information and interfaces and definition of architectures
- Development, testing, training, maintenance, management and control
- Planning, development, testing, training and planning of maintenance, management and control of data storage, data cubes and pools
- Planning, development, testing, training and planning of maintenance, management and supervision
- Development of analysis, advanced analytics, machine learning and robotics
- User interface and application development (Chatbot, etc.)
- Definition and development of cost accounting
- Definition of services, processes and governance models
- Selection, consultation and training of development tools The contracting entity shall not undertake to obtain any minimum quantity in the DPS. A contract concluded within the DPS does not confer an exclusive right on the supplier to provide the service.In the case of competitive tendering within a dynamic purchasing system, the contracting entity shall request from the tenderer a declaration that the tenderer's undertaking, or the undertakings or persons owned, held or controlled by the tenderer's undertaking, or its subcontractor is not subject to any sanctions imposed by the European Union or the United Nations (UN), or to any sanctions or freezing order imposed by the Finnish authorities.The contracting entity shall exclude tenderers who do not meet the above requirement from the internal tendering procedure. The contracting entity shall also have the right to terminate the contract immediately if the supplier is burdened by any of the above sanctions or freezing orders.
