What the buyer wants
The urban environment industry of the City of Helsinki (hereinafter referred to as the "Contracting Entity") requests to participate in the dynamic purchasing system (DPS) for the purchase of digital twin platforms. The procuring entity uses digital twin services to improve the efficiency of public authorities and the influence of urban people. Digital twins' platforms are used in case-specific trials and production solutions for the agile development of the urban environment.
The platforms are intended to be able to combine and visualise information from different sources, such as urban data model material, building and infrastructure data models, point cloud data and basic environmental data. The aim is to use the best platforms and resources in the sector to create services. Digital twin services are developed for the internal use of the urban environment by stakeholders, public authorities and city residents.
Some services are likely to contain confidential information from the authorities and are only accessible to the authorities and should be taken into account in their implementation. This contract notice establishes a dynamic purchasing system. The dynamic purchasing system is two-stage. In the first stage, service providers apply for participation in the procurement system. A dynamic purchasing system shall accept candidates meeting all the eligibility criteria.
In the second stage, the contracting entity shall award contracts in the form of internal competitive tendering within the dynamic purchasing system and shall select, on the basis of internal competition, the most appropriate platform solution for each use case (s). The candidate shall not be bound by the approval of the dynamic purchasing system. The candidate may choose to participate in competitions within the system.
Applications for participation in a dynamic purchasing system may be submitted throughout its duration. The dynamic purchasing system is valid for eight (8) years. The content of the dynamic purchasing system and the execution of the contracts are described in more detail in the accompanying documents. The total estimated value of the dynamic purchasing system is approximately EUR 2.3 million.
