Conducting verification measurements for automatic traffic measurement stations and other traffic measurements in the years 2027-2029 divided into 4 parts.

The contractor must demonstrate a financial or creditworthiness of not less than PLN 150 000,00. The values given in documents in currencies other than those indicated by the Contracting Authority shall be converted at the average rate of NBP at the date of issue of the document. In the case of procurement in more than one part, The Contracting Authority requires the demonstration of financial or creditworthiness of not less than PLN 300 000,00 (because the Contractor may be awarded a contract in up to 2 parts). In order to confirm that the Contractor fulfils the conditions for participation in the proceedings, the Contractor shall submit:;

The Contracting Authority shall consider that the Contractor who is capable of performing the contract properly, is one who during the three years preceding the deadline for the submission of tenders and, if the period of business is shorter, has carried out at least three tasks during that period, consisting of:

1. performing road traffic measurements by video recording, together with coding of data in forms on national or provincial roads, including:
   • recording with video cameras data on the traffic of vehicles from at least 20 different locations simultaneously (i.e. measuring by separate cameras installed in 20 different measurement sections covering different measurement sections), including: - at least one cross-section on a two-way GP class road, S or A, and - in each such cross-section carried out at least 2 measurements of 24 hours, and (b) verification of recorded recordings and analysis of data from at least 960 hours of recording, including classifying registered vehicles on the basis of their silhouettes to at least 7 different categories (including a division taking into account at least commercial vehicles, passenger cars, trucks without trailers, buses).In proof of the performance of the above tasks, the Contractor will present a list of services, including information on the contracting entity, the range of measurements, the detailed location of measurements (number and place of measurement sections) and dates and the period of its implementation. In order to confirm that the Contractor has fulfilled the conditions for participation in the proceedings, the Contractor shall submit:
2. a list of services performed over the last 3 years, and if the duration of the activity is shorter, within that period, together with the subject matter, the dates of performance and the entities for which the services have been carried out, and the addition of evidence indicating whether these services have been duly performed, the evidence referred to above being references or other documents drawn up by the entity for which the services were carried out, and if the Contractor, for reasons beyond his control, is unable to obtain such documents, a statement from the contractor; the period of 3 years referred to above shall be counted back from the date on which the time limit for the submission of tenders expires.

The contractor must indicate the persons who will participate in the performance of the contract with professional qualifications and experience appropriate to the functions to be conferred on them. The contractor, for each of the functions listed below, will indicate the person who must have access at the stage of performance of the contract, meeting the following requirements: Work Manager on the Contractor's side (KWP):

1. required number of persons: at least 1
2. minimum education and professional experience: at least one year of professional experience in:
   • leading a team of at least 5 persons,
   • organizing the work of a team of field workers, assembly teams, etc.
   • organising traffic measurements covering at least 20 different measurement points located on different sections of the road network,
   • verifying and coding the results of measurements from video recordings. The Contracting Authority allows the person acting as the Contractor's Work Manager (KWP) to supervise work for two parts of the contract (because the Contractor may be awarded a contract in up to 2 parts).Due to the specificity of the work carried out, the Contracting Authority requires that persons designated to perform the functions of KWP be employed on the basis of employment relationship.In order to confirm that the Contractor fulfils the conditions for participation in the procedure, the Contractor shall submit: (c) a list of the persons addressed by the Contractor for the performance of the public contract, in particular those responsible for the provision of services, quality control, together with information on their professional qualifications, experience and education necessary for the performance of the public contract, as well as the scope of the activities they carry out and information on the basis for their disposal.
