Delivery of a Threat Intelligence Platform (TIP) solution

1.The Contracting Authority shall apply the conditions for participation in the proceedings in the scope of: 1) the ability to trade: The Contracting Authority shall not impose any conditions in this respect. (2) the right to pursue a particular economic or professional activity, in so far as this results from separate provisions: The Contracting Authority shall not impose any conditions in this respect. 3. the economic or financial situation: The Contracting Authority shall not impose any conditions in this respect. 4. technical or professional capacity: The Contracting Authority shall consider the condition to be fulfilled if the Contractor demonstrates that during the last 3 years before the deadline for the submission of tenders, and if the period of business is shorter - during that period, he has carried out, and in the case of recurring or continuous benefits, he shall carry out duly, at least 1 delivery covering at least the delivery of the Third Intelligence Platform (TIP) solution with a value of not less than PLN 1,800 000,00 gross.

TIP solution means a platform (software) for collecting, aggregation, enrichment, analysis and visualization of cyber threats from multiple sources. NOTE:

• In the case of Contractors jointly applying for a contract, compliance with the above conditions of the Contractor shall be demonstrated together.
• Where, within the framework of the Contractor’s identified supply, other benefits have also been performed outside the scope required by the Contracting Authority, the value relating to that part of the supply which included the delivery referred to in the above condition of participation in the procedure must be shown.
• In the case of recurrent or continuous benefits also performed not completed on the date of submission of tenders, the delivery by the Contractor must be carried out, on the date of submission of tenders, at an amount not less than that specified in the condition for participation in the procedure.
• The Contracting Authority does not allow the summing up of the range of supplies to confirm the fulfilment of the above condition of participation in the procedure, i.e. the aggregation of the range of supplies carried out on the basis of contracts with different entities or the same entity, but as separate contracts.
• Each of the deliveries indicated above must be provided on the basis of a separate contract, i.e. a contract with different entities or the same entity, but as separate contracts.
• Where the Contractor intends to demonstrate more than one delivery, The Contracting Authority shall require that the value of at least one of the supplies shown be not lower than the amount indicated in the condition of participation in the proceedings. 2. The assessment of the above-mentioned condition will be carried out in accordance with the formula "fulfills – does not meet". 3.The Contracting Authority shall, before selecting the most favourable offer, call on the Contractor whose offer has been the highest rated to submit within the prescribed time limit, not less than 10 days, current on the date of submission of the personal evidence: In order to confirm the fulfilment of the conditions of participation in the proceeding: the list of deliveries made and, in the case of recurring or continuous benefits, also made during the last 3 years, and if the duration of the activity is shorter, within that period, together with their values, subject matter, performance dates and entities for which the supplies have been made or are carried out, and the addition of evidence of whether those supplies have been made or are carried out duly.The evidence shall be the references or other documents drawn up by the entity for which the supplies have been made, and in the case of recurrent or continuous benefits, they shall be carried out, and if the contractor for reasons beyond his control is unable to obtain these documents, the contractor's declaration.
