Delivery/Provision, implementation and maintenance of software for the management, data storage and provision of the Official Land Registry Information System (ALKIS) for the district of Borken

All required evidence and explanations must be submitted together with the offer. In the case of a group of tenderers, all documents listed under this section "Entry in a relevant professional register" shall be submitted by all members of the group of tenderers. The documents listed under the sections "Technical and professional capacity" may be submitted to a group of tenderers as a whole.

Before awarding the contract, the awarding authority reserves the right to request certificates of conduct and commercial central register extracts. In any event, a search shall be carried out at the register of competition before the award of the contract. Foreign tenderers shall provide equivalent evidence from their competent authority/institution in their home country. In addition, these are to be translated into German. The following self-declarations and supporting documents are required in detail: 1.

Where applicable: Community Tender Declaration. This shall be done using the form I 'Group declaration'; Self-declaration on the absence of grounds for exclusion according to §§ 123, 124 GWB. The declaration may be made by submitting the form II "No exclusion self-declaration" attached to the procurement documents; Declaration on § 19 para. 3 MiLoG. For this purpose, the Form III "Declaration on § 19 para 3 MiLoG" must be used.

Self-declaration on the implementation of Article 5k(3) of Council Regulation (EU) 2022/576 of 8. April 2022. For this purpose, the form IV "Self-declaration for the implementation of Article 5k(1) of Regulation (EU) No 833/2014" as amended by the art. 1 point. 22 of Council Regulation (EU) 2023/1214 of 23 June 2023. Current extract from the commercial or professional register in accordance with the legislation of the country of origin.

If there is no obligation to register in the commercial register, an informal declaration, why there is no obligation to register for the applicant together with information on persons entitled to represent.

All required evidence and explanations must be submitted together with the offer. In the case of a tendering group, all documents listed under this section "References to specific services" shall be provided by all members of the tendering group. In addition, what is stated under section "Entry in a relevant professional register" applies.

The following self-declarations and proofs are required in detail: self-declaration on company references: Each bidder must submit at least one self-declaration on at least one comparable company reference for each offered ALKIS process component (data management component DHK, collection and qualification component EQK, information and presentation component APK) that meets the following minimum requirements (a) - (c) cumulatively:

1. responsibility or essential support in the introduction, configuration, development or maintenance of an ALKIS process component for productive use.
2. In the context of the project, the ALKIS process component shall meet the relevant technical and technical requirements for use in the real estate register of a public local authority.
3. The implementation, configuration, development or maintenance of the process component must have been provided within the last three years before the expiry of the offer period of this process. The submission of an ongoing contract is permitted, provided that the relevant procedural component is already used productively at the end of the tender period of this procedure.The following information shall be presented in full and unambiguous form in the reference: module, name of the contracting entity, indication of the contract period (month/year each). Note: A reference comprising a plurality of process components can be used for all process components covered thereby.It is therefore permissible for the bidder to submit a reference, to include the data management component DHK, the collection and qualification component EQK and the information and presentation component APK and to meet the minimum requirements (a) - (c) cumulatively in each case.If the proof of the process elements is provided by means of various references, the form must be duplicated accordingly and additional self-declarations of company references must be submitted. For this purpose, use the form V "Self-declaration of company references".Minimum requirements: The bidder must meet the following minimum requirements: A company reference must submit each offered ALKIS process component (data management component DHK, collection and qualification component EQK, information and presentation component APK) that meets the minimum requirements (a) - (c) cumulatively. Otherwise, an exclusion is made.

1. A tenderer may use other undertakings as subcontractors and/or suitability providers. These must be identified in the offer using Form VI. Case 1: For the appointment of a subcontractor without qualifying loan, the tenderer must additionally submit for each subcontractor: the documents listed under section "Entry in a relevant professional register" of the EU-wide notice for the purpose of demonstrating the reliability and legal compliance of the subcontractor, all with the exception of Forms I and IV.

Case 2: In order to designate a company as a subcontractor with a qualifying loan in terms of technical or professional capacity, the tenderer must additionally submit: (i) the document referred to in Section 5.1.9 "Qualification criteria", there under "References to specific services" (Form V "Self-declaration on the company references") for that third party to the extent that the applicant invokes the third party's capacity to demonstrate capacity (ii) the documents listed in Section "Entry into a relevant professional register" of the EU-wide notice all except forms I and IV also by that designated third party, (iII) a declaration of commitment from the subcontractor using Form VII.

Note on case 2: A bidder or a group of bidders may use the capacities of other undertakings in order to demonstrate the required professional capacity, such as relevant professional experience, only if they will actually provide the service for which those capacities are needed.
