DEVELOPMENT OF PROGRAMS AND LEARNING MODULES IN E-LEARNING ON THE THEMES OF PUBLIC PROCUREMENT AND THE FINANCIAL ORGANIZATION OF MUNICIPAL ADMINISTRATIONS AND BRUSSELS CPAS

For each of the lots, on pain of irregularity of the offer, the tenderer shall provide the documents requested below in order to assess his experience, know-how, efficiency and reliability, and thus his technical and professional capacity. The description of the services is limited to the services covered by this contract and commits the tenderer strictly.

1. A presentation by the tenderer, with a summary, only the elements relevant to the comparative analysis of the tenders and allowing to identify the bidder's surplus value for the services provided by the contract.
2. A list of similar services: development of training/apprenticeship programmes (contents and teaching devices), ideally intended for e-learning, in or in connection with the topics foreseen for each of the lots, ideally for a similar audience, carried out over the last 5 years from the deadline for the introduction of offers.Minimum level(s): - In the last 5 years, the tenderer must have developed at least 2 training/learning programmes in French or Dutch, in or in connection with the themes of each batch. To prove this, the tenderer shall attach a detailed description of the services performed for each of the developed programmes presented in reference.This description should include the following: the project sponsor (name, address, contact details); the context and year of implementation of the module. The tenderer shall also attach invoices or certificates issued or countersigned by the competent client authority for the last five years, which enable the performance of these services to be verified.

Minimum

* By merely participating in the procurement procedure, the tenderer certifies that he is not in one of the cases of exclusion referred to in Articles 67 to 69 of the Law of 17 June 2016 on public procurement. Article 70 of the Public Procurement Act of 17 June 2016 applies. For the reasons of exclusion referred to in Article 67 of the Law, the candidate or tenderer shall indicate on his own initiative whether he has taken the corrective measures referred to in Article 70(1) at the beginning of the procedure. * The following documents are available electronically and the adjudicator will inquire himself:

• Payment of social security contributions to ONSS;
• VAT liability (SPF Finances);
• The legal situation (non-bankruptcy or similar situation) in the ECB ;
• The balance of tax debts (SPF Finances);
• Annual accounts deposited with the National Bank (if applicable);
• Approval of construction contractors (SPF Economy) (if applicable). • Het attest fiscal schulden (FOD Financiën);
• Jaarrekeningen ingediend bij de Nationale Bank (Indian van toepassing);
• De erkenning der aannemers van werken (FOD Economie) (Indian van toepassing). 2. A list of similar services (technical development (scenarisation, mediatisation) of e-learning training devices/modules) carried out over the last 5 years (from the deadline for submission of tenders). ERAP means "similar benefits": services ideally covering all services provided by the market in the French and Dutch languages, ideally of a similar duration (min. 30 minutes), ideally for a similar audience (adult public servants, ideally Brussels).
3. A matrix of responsibilities in which the tenderer specifies the resources made available by phase, the roles of the project manager and the technical expert (details of responsibilities for monitoring the project, communication with ERAP, management of the desired adaptations, management of subcontractors, etc.), the expected roles of the educational service of ERAP; If the tenderer uses one or more subcontractors to do so, the tenderer shall attach a document relating to the use of the capacity of a third party in addition to Annex A. Minimum level(s): For each batch on pain of irregular offer:

1. The tenderer shall demonstrate that the technical development (scenarisation and mediatisation) of e-learning modules/training/learning is one of its main economic activities, with positive turnover. It shall attach to its offer a statement of turnover over the last three years in addition to the annual accounts or any other document identifying turnover relating to the services provided by the contract for such lots.
2. In the last 5 years, the tenderer must have developed at least 3 modules/learning/training devices in the e-learning format in the Dutch or French language, in the themes of the batch or in similar themes. To prove this, the tenderer shall attach a detailed description of the services performed for each of the modules developed and referenced by him. This description should include the following: the project sponsor (name, address, contact details); the context and year of implementation of the module; a URL link to the module or a demo version of the module if applicable.
3. At a minimum, for each of the lots, the tenderer must have staff with the professional capacity to lead the project/contract in collaboration with the ERAP pedagogical service at all stages of the project/contract. The tenderer proves that he has at least one or one chief.fe/manager of the main project.e Francophone and one or more chief.fe/manager of the alternate project.e Francophone or fluid in French whose detailed CVs he provides (the CVs will be analysed within the framework of the award criteria).
