Economic operators involved in the award process of this Convention shall be required to carry out a commercial or industrial or craft activity related to the subject-matter of the procurement. Economic operators established in a Member State of the European Union are required to be registered in one of the professional or commercial registers kept in their State of establishment or to satisfy any other requirement set out in Annex XI to Appendix I to Law 4412/2016. In the case of economic operators established in a Member State of the European Economic Area (EEA) or in third countries joining the GPA, or in third countries not falling under the previous indent and having concluded bilateral or multilateral agreements with the Union on procurement procedures, they are required to be registered in corresponding professional or commercial registers. Economic operators established in Greece are required to be registered in the Chamber of Commerce or Industry or in the Register of Defence Material Manufacturers In the case of an association of economic operators, the suitability for professional activity should be covered by all members of the association.

The economic operators involved in the procedure for the conclusion of the present shall be required to have an average annual general turnover for the last three (3) financial years, before the year of the tender, i.e. for the years 2022, 2023, 2024 or for the financial uses in which the economic operator operates, if these are less than three at least equal to: 200 % of the budget of the assigned section 1 for which they tender without VAT.

As regards technical and professional capacity for this procurement procedure, economic operators shall be required: For Section 1 : during the last three (3) years (2023, 2024, 2025) plus the current year to have successfully delivered at least two (2) ICT projects, a budget cumulatively equal to or greater than 200 % of the budget of this declaration without VAT. In particular, projects should cover the following items: • Supply and installation of electronic equipment which includes LED panels and operates in the field. • Supply and installation of electronic smart stop signs.

Economic operators for this procurement procedure shall comply with: Economic operators (or alternatively their suppliers) for this procurement procedure must have (at least) the following standards: For Section 1 : • Quality management system according to ISO 9001:2015, with the scope of software development and the manufacture of electronic equipment. • ISO 27001:2013, information security management system with the scope of software development and electronic equipment construction. • Health and safety management system at work according to ISO 14001:2015, with the scope of software development and the manufacture of electronic equipment.

The economic operators involved in the procedure for the conclusion of this procedure shall be required to have an average annual general turnover for the last three (3) financial years before the year of the tender, i.e. for the years 2022, 2023, 2024 or for the financial uses in which the economic operator operates, if these are less than three at least equal to 100% of the budget of the subcontracted section 2 for which they bid, without VAT.

During the last three (3) years (2023, 2024, 2025), plus the current year to have successfully delivered at least two (2) ICT projects, a budget cumulatively equal to or greater than 200 % of the VAT-free budget. The relevant ICT project shall be considered a project comprising at least the following systems/subsystems: Interconnection of lamps in central computing management centre

Economic operators for this procurement procedure shall comply with: Economic operators (or alternatively their relevant suppliers) for this procurement procedure should have (at least) the following standards: • Quality management system according to ISO 9001:2015, design/study, development and installation/ implementation of software applications • information security management system according to ISO 27001:2013, design/study, development and installation/application of software applications • environmental management system according to ISO 14001:2015, design/study, development and installation/application of software applications

Economic operators participating in the procedure for the conclusion of the present shall be required to have an average annual general turnover for the last three (3) financial years, before the year of the tender, i.e. for the years 2022, 2023, 2024 or for the financial uses in which the economic operator operates, if these are less than three at least equal to 200 % of the budget of the entrusted section 3 for which they tender, without VAT.

As regards technical and professional capacity for this procurement procedure, economic operators are required: during the last three (3) years (2023, 2024, 2025), plus the current year to have successfully delivered at least two (2) ICT projects, a budget cumulatively equal to or greater than 200 % of the VAT-free budget of the assigned section. The above projects must include "similar" projects – contracts with OTAs that include: • Web System of online electronic payments • Interoperability with the Municipality's Financial and Administrative Services OPS. Corresponding software is considered to be software of the same name possibly of a different version. Also, economic operators are required to have successfully delivered and to be active, at least 3 ICP projects, on the economic management of ITAs and municipal revenue management. Such projects may be used to meet the requirement of the preceding paragraph.

Economic operators for this procurement procedure shall comply with: Economic operators (or alternatively their relevant suppliers) for this procurement procedure must have (at least) the following standards: • a quality management system ISO 9001:2015 (in the field of design, development, installation, support and maintenance of software and IT applications, or newer and • a quality management system ISO 27001:2013 or newer, or equivalent standards, for their services. • ISO environmental management system 14001:2015
