Economic operators involved in the award process of this Convention shall be required to carry out a commercial or industrial or craft activity related to the subject-matter of the procurement. Economic operators established in a Member State of the European Union are required to be registered in one of the professional or commercial registers kept in their State of establishment or to satisfy any other requirement set out in Annex XI to Appendix I to Law 4412/2016.

In the case of economic operators established in a Member State of the European Economic Area (EEA) or in third countries joining the GPA, or in third countries not falling under the previous indent and having concluded bilateral or multilateral agreements with the Union on procurement procedures, they are required to be registered in corresponding professional or commercial registers.

Economic operators established in Greece are required to be registered in the Chamber of Commerce or Industry or in the Register of Defence Material Manufacturers In the case of an association of economic operators, the suitability for professional activity should be covered by all members of the association.

Economic operators participating in the procedure for the conclusion of the present shall be required to have an average annual general turnover for the last three (3) financial years, before the year of the tender, i.e. for the years 2021, 2022, 2023 or for the financial uses in which the economic operator operates, if these are less than three at least equal to 100% of the budget of the tranche to be awarded without VAT.

As regards technical and professional capacity for this procurement procedure, economic operators are required: during the last five (5) years (2020, 2021, 2022, 2023 and 2024) plus this year, to have successfully delivered at least two (2) ICT projects, a budget cumulatively equal to or greater than 200 % of the budget without VAT of the project being awarded.

The corresponding projects are defined as: a. a project to supply, install and technical support for cybersecurity equipment and software with network, email, internal network and MDR services for 300 users. b. an integrated central information system transfer project (electronic mail, databases, ERP, office applications, file server) in a cloud computing environment (cloud) capable of operating users from any point. c. an ICT equipment project in the wider public sector with installation at least 200 different points. d. a (1) teleconference equipment supply and installation project – remote access to at least 250 points. Specific for actions:

• Action 12: Municipal Cemetery Management System and Digitalisation of Folders
• Action 13 : Children's Station Management Platform, Smart Parent Update
• Action 30 : Electronic Budget Consultation System, Technical Program, economic operators are required to deliver successfully and be active, at least 3 OPS projects, on the financial management of VTAs and municipal revenue management. Such projects may be used to meet the requirement of the preceding paragraph. In the case of an association of economic operators, the above minimum requirements are cumulatively covered by the members of the association.

Economic operators for this procurement procedure shall comply with: Economic operators (or alternatively their relevant suppliers) for this procurement procedure must have (at least) the following standards with reference to the scope of the type under supply:

• Quality management system according to ISO 9001:2015
• Information security management system according to ISO 27001:2013
• Environmental management system according to ISO 14001:2015
• Operational continuity management system according to ISO 22301:2019 with application fields: (a) design and implementation of applications and integrated smart city solutions (b) design and implementation of integrated IT solutions (c) internet security advisory services In the case of an association of economic operators, the above minimum requirements shall be covered by the members of the association.The above should be in force both when the tenders are submitted and when the provisional contractor documents are submitted. The contracting authority shall recognise equivalent or later certificates issued by bodies accredited by equivalent accreditation bodies, institutes and other Member States, in accordance with Regulation 765/2008.It shall also accept other evidence of equivalent quality assurance measures, provided that the economic operator concerned has not been able to obtain those certificates within the relevant time limits for reasons for which he is not responsible, provided that the economic operator demonstrates that the proposed quality assurance measures meet the required quality assurance standards.
