NOTICE OF INTERNATIONAL ELECTRONIC PUBLIC OPEN TENDER FOR: A) SUPPLY OF A COMPLETE DOCUMENT MANAGEMENT SYSTEM, DIGITAL SIGNATURES (SΗΔΕ) AND RECEIVING REQUESTS FROM CITIZENS/ENTERPRISES B) MAINTENANCE AND TECHNICAL SUPPORT OF A COMPLETE DOCUMENT MANAGEMENT SYSTEM, DIGITAL SIGNATURES (SΗΔΕ) AND RECEIVING REQUESTS FOR 4 YEARS (2028-2031)

Economic operators established in a Member State of the European Union are required to be registered in one of the professional or commercial registers kept in their State of establishment or to satisfy any other requirement set out in Annex XI to Appendix I to Law 4412/2016.

With regard to economic and financial adequacy for the present procurement procedure, each prospective Contractor (summarised in the case of a union/consortium) must have the financial competence to ensure that it is able to implement the subject-matter of the present services. In particular, it should have an average annual turnover for the last two (2) closed management uses in the field of activities related to the assignment of this declaration, at least equal to or greater than 100% of the total budget of the project being awarded, without VAT. In the case of an association of economic operators, the above minimum requirements are cumulatively covered by the members of the association.

In particular, the candidate Contractor is invited to prove, on a penalty of exclusion, that he has human resources and resources capable and reliable to carry out the project's requirements successfully, in terms of qualifications and experience required. Specifically, a minimum is required:

• A project manager, who will cooperate and report at any time to the Contracting Authority and be responsible for managing and coordinating all the actions planned for the implementation of the proposed deliverables.
• An implementing officer, who will undertake the design and implementation of deliverables, monitor the overall effectiveness of the work and ensure implementation in accordance with the specifications proposed by him in collaboration with the Contracting Authority and the timetable.
• A Personal Data Protection Officer who will be responsible for personal data protection issues relating to the operation of the system.
• A Training Officer, who will undertake the planning, organisation and monitoring of the overall training of managers and users of the system offered in cooperation with the Contracting Authority and the timetable. In addition, the candidate Contractor is required to make available to the project, in addition to those responsible above, a working group consisting of at least three (3) people, AEI graduates or TDIs from IT sectors who will carry out the work planned.

The candidate Contractor should indicate the characteristics, activity, technical infrastructure (e.g. equipment, machinery, facilities), the staff employed by specialisation and the ability to perform the requested project, as well as the means of quality control of the services provided.

1. ISO 9001:2015 for Quality Management, or equivalent, by an accredited body, for the design, development and support of IT systems in the fields of electronic governance, management of documents and workflows and the provision of IT and software systems,
2. ISO 27001:2022 for Information Security or equivalent, by an accredited body, for the design, development and implementation of integrated IT systems,
4. ISO 20000-1:2018 for the design, development and support of IT systems in the fields of electronic governance, document management and software, (c) ISO 22301:2019 for the Management of Operational Continuity or equivalent, by an accredited body in the field of analysis, planning, planning, planning, management and implementation of integrated IT systems, (d) ISO 20000-1:2018 for the design, development and application of all IT systems and dissemination platforms.

1. The Candidate Contractor must possess the organization, structure, and means to be capable of fully, properly, and comprehensively meeting the requirements of the Project to be awarded. As a minimum requirement for participation in the tender, the Candidate Contractor must:
   1. Possess a valid, certified, professional methodology for ensuring the quality level of the services offered in the IT sector, and specifically in the development and support of information systems and software products.
   2. Have within its organizational structure organic units (indicatively Departments, Units, Services) responsible for Project Management, IT Application Development, and Technical Support of Information Systems, or equivalent structures with responsibilities supporting the above life cycle processes of an IT Project.
   3. Include in its bid a description of its experience in: a. Design, development, and support of software projects and systems. b. Design and development of document, case, and workflow management systems in Greece and abroad. Specifically, to establish the existence of professional experience and technical capability, tenderers shall submit in their bid, on pain of disqualification, the following details:
      • Description of the company profile.
      • Description of the design and implementation methodology for IT and software systems, demonstrating that: o They possess the appropriate structure and organization to be able to meet the requirements of the project. o They possess the specific know-how and experience in the subject matter of the project. In the event that the Candidate Contractor intends to subcontract the implementation of part of the Project to be awarded to third parties, it must submit the completed table below as well as the relevant declarations of cooperation.

2. Tenderers must, on pain of disqualification, possess specific competence in the subject matter of the project and document their professional capacity and know-how in the supply and installation of software systems of comparable size and complexity to that of the present tender. The Candidate Contractor must, during the last three (3) years, from the production operation of the system until the date of announcement of this tender, have successfully completed—either independently or as a member of a joint venture or consortium with a participation share greater than 50%—at least the following:
   1. Installation, data migration, and operation of the proposed system in at least ten (10) public bodies.
   2. Implementation of data migration from a different, legacy electronic registry (protocol) system to a system identical to the one offered in at least five (5) projects.
   3. Installation and operation of the proposed system in at least two (2) installations, with a minimum of 600 users.
   4. Installation and operation of the proposed system in at least two (2) installations supporting both token-based and remote (cloud) digital signatures.
   5. Installation and operation of the proposed system in at least two (2) projects where an interconnection between the offered system and the central EDMS (Electronic Document Management System) of the Ministry of Digital Governance and Artificial Intelligence has been implemented for the exchange of documents with other entities via the central electronic system of the Public Administration, in accordance with applicable legislation.
   6. Installation and operation of the authentication mechanism via Public Administration Credentials (KDD) for user authentication in at least two (2) projects.
   7. Completion of at least two (2) contracts for the implementation and integration of a Contract Management Subsystem into an active installation of the offered system.
