Digitization of the Bieruń-Lędziny County and subordinate units – in the area of IT infrastructure [vol.2]

The subject matter of the contract is the execution of supplies falling within the scope of the contract: ‘Digitalisation of the Bierunsko-Lędziński district and subordinate units’ – in the field of information infrastructure, broken down by basic scope and optional scope. The purpose of the contract is to purchase, supply, install and implement the modern IT infrastructure necessary to launch new public e-services and to expand and modernise existing services.

The implementation of the project will enable the implementation of new e-services and raise existing public e-services to the fifth level of maturity, which will ensure full digitisation of administrative processes and integration of all services provided by the Authority. In view of the planned development of digital services, it is necessary to expand the existing ICT infrastructure operating in Bierun County Old Town and to implement new infrastructure in Starostań's organisational units.

The scope of the order includes the provision and launch of appropriate computer, server, network and specialized software to support the implementation of administrative processes and the operation of residents. The new IT infrastructure, together with the software and e-services implemented, will provide efficient, safe and efficient communication between the Regional Starost and its organisational units.

It will also enable automatic data exchange, integration of domain systems and improving the flow of information both within the administration and in relations with residents, entrepreneurs and other public entities. The division of the contract into the basic scope and the scope of the legal options provides flexibility in the implementation of the project and allows to adapt the scope of the contract to changing circumstances, in particular linked to the dynamic development of the IT market.

This solution also allows for better management of changes in the project, including changes which, in accordance with the applicable rules, require the approval of the Managing Authority. At the same time, the separation of optional scope reduces the risks associated with the possible overrun of the contract budget.

Where bid prices exceed the level of available financial resources, it will be possible to implement the basic scope, while maintaining the possibility of achieving the objectives and results of the project, without having to give up its essential assumptions. The exercise of the option right will depend on the availability of financial resources and the project's needs and implementation conditions.

The implementation of the entire project will contribute to increasing the availability of public services provided electronically, shortening the service time of official affairs and improving the quality of services provided. The use of modern technological solutions, the purchase of appropriate hardware and software, as well as the development of skills of employees in the use of new IT tools, will allow to achieve a high level of cybersecurity, data protection and reliability of provided e-services.

The implemented solutions will comply with existing standards and requirements for the interoperability of ICT systems, digital accessibility and information security, ensuring the long-term development of electronic services provided by the Regional Old Town in Bierun. Equipment and software requirements: Contractors require that the equipment supplied is new, i.e. not earlier than 2026 and not used.
